The Governor as a shepherd

Gov. Aumentado's work ethic is breath-taking. When he's focused on a project, he won' let go of it until he gets results. One time I was with him on official business in Manila. We shared the same hotel room together with his close-in security. He was already awake at 3:00 AM preparing for his meetings line up for the day. I had no choice but to get up from my bed, shook off my sleepiness, and started preparing for the day early as well.

Receiving a call from the Governor even at late nights is the norm. Instructions to prepare legal briefs ordocuments to be needed in an hour or at most by early morning for the first flight to Manila is a frequent occurence.

I thank the Governor for the opportunities to be part in the preparation or negotiation of mega projects for Bohol like the Panglao Airport, tourism master plans, research laboratory and other development initiatives... and the overall professional growth.

I thank him for making a mandatory reading "The Way of the Shepherd" back in 2006. Now that I will leaving the provincial government by the end of this month, I am starting to read the book again and I am refreshed of the lessons it bring.

Shared during the convocation program of the Provincial Agriculturist's Office that Gov. Aumentado is positioning Bohol to be in the forefront of alternative energy production, the next big step which is also aligned to Bohol's environment agenda. Going green with bio-diesel from jatropha and bio-ethanol from algae. On bio-ethanol, there's a big potential to generate more than 25,000 jobs for Boholanos.

The Panglao Bohol International Airport Local Task Force had its meeting. Representatives from DPWH central, regional and district 1 office were in attendance. They are conducting a feasibility study on the proposed access roads to the Panglao airport  following the Pro-Performance meeting held in Tagbilaran last April 29 which was presided by PMS Head, Sec. Elena Bautista-Horn.

It's one of those days at the office that, at the end of the day, you just yearned to stretch on the bed and go off directly to dreamland. But not just yet. We have a meeting with Gov tonight, our first since he arrived from Shanghai with Pres. Arroyo for the opening of the World Expo.

Meanwhile, preparations of the transition team are well underway.

Got to wake up early tomorrow for the Independence Day celebration.

Our meeting with the Governor ended at around 10:30 PM. There were two meetings, actually.  The first was with Dr. Ernesto Pernia of the University of the Philippines School of Economics (and 2009 Ten Outstanding Boholanos Around the World [TOBAW] Awardee) and his colleagues from the UNFPA to discuss Bohol's milestones on reproductive health programs and pushing ideas for "population management" and "family welfare".

The second was on the social preparation and information/education campaign for the algae-bioethanol project in Northern Bohol.

I was apprehensive when Gov said, before he boarded his car, that I should be prepared when he won't be able to get up early for the Independence Day celebration. Apparently, he also had a meeting with Philippine Ports Authority Gen. Manager Sevilla before he came for our meeting.

This morning when I arrived at Plaza Rizal at 7:30, the first thing I did was to ask if Gov was at the Cathedral. I was relieved when told that he was there and will be delivering the Independence Day Message.

It was a simple, brief but fitting program. The celebration went well.

In one of the days last week I started sorting through the box of my stuff I brought in my current office when I moved out from the Provincial Legal Office. IDs in some seminars and conventions. Plane tickets and boarding passes. Notes and reading materials. And there are three more boxes of assorted documents. I never got to unpack these things. And before I knew it, the time has come for me to start packing up the new things that accumulated in my current office.

Work experiences - and the memories - all soon to be in boxes.

Gov-Elect Chatto meets PGB Dept Heads/Chiefs of Offices

Governor-Elect Edgar Chatto and his transition team met the Management Executive Team (MET) of the Provincial Government of Bohol last June 22, 2010 at the Carlos P. Garcia Hall. The MET is composed of Department Heads and Chiefs of Offices of the provincial government and, in the absence of the Governor, is presided over by the Provincial Administrator.

The meeting was part of the transition management plan. Earlier, Board Member Ae Damalerio who heads the transition team ofGov-Elect Chatto met with the MET.

Atty. John Titus Vistal, Provincial Planning and Development Coordinator, who is designated as focal person of the transition, presented the overview of transition documents and highlights of major decision points for action by the incoming administration.

Chatto appreciated the efforts of the transition teams of both outgoing and incoming administrations and expressed his desire for a one-on-one session with the department heads and chiefs of offices for a deeper discussion of existing and proposed programs.

The Future of Panglao Airport

While the Bids and Awards Committee of the Manila International Airport Authority still continues to evaluate the second lowest bidder for the phase 1 civil works of the Panglao Bohol International Airport, I met today with legal and technical people from the Civil Aviation Authority of the Philippines and Department of Transportation and Communications to discuss the next steps on the barter and exchange of lots affected by the project.

Notwithstanding the delay of the start of the civil works, I continue to be optimistic the airport will be realized in the future.

Seeing Gloria Arroyo for the last time as President

June 28

Once again I was tasked to act as annotator for President Gloria Macapagal-Arroyo's visit to Bohol to inaugurate the just completed expansion of the Ubay Port. PGMA spent a part of her last 48 hours as President in our Province. The Presidential chopper touched down at the Ubay Port at 12:00 noon.

The unveiling ceremony of the marker started the affair followed by a welcome message of Gov. Aumentado and briefing on the project by DOTC Annelli Lontoc. The protocol is that the President only makes one speech in a day. However, PGMA took the stage and, interviewed a construction worker and a port user to explain how the project helped their lives.

Thereafter, Gov. Aumentado and former Dept. of Agriculture Arthur Yap were sworn in by the President as congressmen of the 2nd and 3rd district, respectively.

The   President had lunch on site, sheltered by tents set up for the ocassion then flew off to Cebu at 1:00 PM for 3 more activities at Talisay City, Mandaue City and Danao City. Before coming to Bohol, she also inaugurated a project in Iloilo City.  Five sites in a single day. And at Ubay I was one of those who've seen her as President for the very last time.

(My closing remarks on June 30 2010 at the oath-taking of Bohol provincial and congressional officials)
 
All this time we’ve been on board this ship called the Provincial Government of Bohol. And today we have reached Port June 30—this allegorical harbor where local governments make call every 3 years.

Our journey had been exciting and challenging as it was fulfilling. We sailed on be it good weather or stormy nights. We cruised across calm oceans and at times we struggled through raging seas.

Our Captain steered the ship with his sharp eyes and skillful hands while we manned our stations with steadfast dedication.

Now the howling winds have quieted down and the gentle breeze brought us to shore. Let me take this time to share with you the memories once more.

I boldly say the journey with you, my dear shipmates, had been worthwhile and rewarding. I came on board at the start of the Captain’s second term. I quickly made new friends and acquaintances. I did my tasks and learned the ropes. I enjoyed how we grew professionally, strengthened our bond, deepened our understanding, widened our reach and honed our skills.

We solved problems together. Arm in arm, we faced adversities. We celebrated successes and mourned for the colleagues we lose midway.

I had the rare opportunity to occupy two coterminus positions. Starting out as Provincial Legal Officer which I held on for 5 years, the matters that were referred to me were usually issues that demand, and some “screaming”, for legal solutions. As Provincial Administrator in the last 6 months, a position that is practically running the whole day-to-day affairs of the Province, the task was much easier. Why, I simply indorse to the Provincial Legal Office the hard issues to solve. Seriously now, in that position you are confronted to make hard choices from time to time. And I die a little bit inside for those decisions that mean denying a financial claim or request, or discontinuing and even terminating an employment.

At 12:00 o’clock noon today a chapter in my career as a public servant will come to a close.

I will miss my co-workers from whom I have learned a lot and who inspired me to keep on learning. Thank you for making my workload a great deal lighter. I am honored to have worked with you as a team.

I will miss Gov. Aumentado’s late night calls and dozens of instructions in a single breath. I thank him for his trust and confidence, and for the exposures that developed my potentials.

I will miss the tough and searching questions of the media. I thank them for I learned how to keep cool under fire.

I will miss the hot black coffee given to me automatically as I sat on my desk. I thank all my staff for the comfort and for giving me an extra hand amidst the daunting tasks.

I am proud that young lawyers whom I mentored at the Provincial Legal Office are now elected or will soon be appointed to public or professional positions. May you serve to inspire excellence in all that we do.

I look back and I stand tall seeing the things we accomplished together. But my heart cannot rest because there are still some unfinished business which must be completed.

We have reached Port June 30 and this is where I get off. I am a “Tom Jone” and there are a few others like me. Our tour of duty ends together with our wise Captain who is taking back his old assignment in Congress. Now, a new Captain has taken command, Gov. Edgar M. Chatto, with his first mate, Vice Gov. Consing Lim, ably supported by our distinguished gentlemen, Cong. Relampagos, Cong. Aumentado and Cong. Yap, and the members of the Sanggunian Panlalawigan.

We have heard the inspiring words of the new leadership. The ceremony this morning completed the transition process we started just after the election. We have a smooth transfer of authority. This is a day of hopeful jubilation.

For us who have packed our bags and will be disembarking, this is not yet the end of our voyage. It’s just a stopover until we will resume, perhaps on board another ship, the next leg of the journey. To many this stopover may be brief but for some it may take a while. I’ll be going home to my family tonight and will know for the very first time what it’s like to sleep in bed with a city councilor-wife.

And to all of you who will be continuing the journey on board this ship, I wish you all God speed. May you always have fair weather so your sailing will be swift and always find safe harbor to shelter you in the storm. See you beyond the horizon.

It has been more than a year since I posted on this thread and the Lord has been good.

Full time private practice has been keeping me occupied.
Bumping into old colleagues every now and then is such a delight.
Handling Cong. Aumentado's developmental radio program keeps me linked to government.

Spending family time is precious.
Cooking in the kitchen is a recreation.

I woke up to the telephone call of Mr. Antonieto "Boy" Pernia. He called to inform me a most shocking news. Cong. Erico B. Aumentado died at St. Lukes Hospital, Global City, Taguig earlier at 8:30 PM of December 25.

I called my uncle, Egay del Rosario, who manages the Congressional District Office of the Congressman and received confirmation and other details.

I could not return to sleep...

She needs to attend their session of the Sangguniang Panlungsod of Tagbilaran that morning to present the Proposed Resolution celebrating the life and achievements of Representative Erico B. Aumentado, and expressing profound condolences to the bereaved family.

3:30 PM. Dumaguete City

I took the OceanJet to depart for Tagbilaran. We need to prepare and work out the details for the Congressman's return to Bohol...

Please accept my condolences. May you be conforted in knowing that life does not end in this world, but continues on to the next. Let us pray that the soul of Mr. Aumentado will be granted entry into the Kingdom of Heaven. IT'S BEEN THREE YEARS

Every now and then we look back at our lives and see how things were and examine how things are at present. Three years ago I was one of those who reached port. As things turn out, I will still be on shore for a while.
