We must distinguish between the active will of God and the permissive will of God. By his active will, God wills what is good; by his permissive will, God permits evil but for some greater good. In the case of a radical pro-abortion president like Obama, God allowed the exercise of free will among American voters, even though God would not actively will a pro-abortion leader for anyone. But somehow this president will fit into the divine plan, not necessarily for his own good but for some purpose, which could include our own chastisement, for such an abominable choice...
