An expert panel to the Japanese industry ministry mapped out draft proposals on setting power rates for households on Friday, suggesting that bills should reflect smaller shares of costs.

Under the proposals, power companies will be urged to reduce the size of payroll costs they include in power rate calculations.
They will also be banned from factoring in advertising costs, charitable donations or contributions to industry groups, which are currently allowed.
