The series of meetings leading up to the Second Senior Officials Meeting of 2004 has begun in Pucón, Chile. The joint seminar between the APEC Competition and Deregulation Group and the Organization for Economic Co-operation and Development met under the theme of "Enhancing Market Openess Through Regulatory Reform."
