On May 1, 2008, the Law Library of Congress presented a panel discussion in celebration of the 50th Anniversary of Law Day.  The panel, moderated by Judge Harry T. Edwards, examined what the Rule of Law means to established and emerging countries. Running Time: 87 minutes
