LGUs urged to prepare for flood, typhoon

Dumaguete City (30 June 2005) -- In view of the declaration of the third week of June as typhoon and flood awareness week, the Office of Civil Defense (OCD) in Negros Oriental is urging all local government units here to conduct mitigating measures that will head off the disastrous effects of typhoon and flood.

With the summer period almost over, Malacañang issued Proclamation No. 823 pronouncing the third week of June as typhoon and flood awareness week to promote the conduct of awareness campaigns on typhoon and flood preparedness.

Reports show that Typhoon Dante has moved out of the Philippines, moving north-northeast towards southern Japan.

Local OCD chief Allen Cabaron said LGUs should identify beforehand calamity-prone areas in their areas like those along riverbanks and mountain slopes.

Based on records from the provincial planning and development office, the identified landslide-prone areas here are Canlaon, Manjuyod-Himampangon, Bais-Mabinay, Dauis-Mabinay, and Mabinay-Bayawan.

The same records identify the following as flood-prone areas: Vallehermoso, Guihulngan, Bindoy, Manjuyod, Bais City, Tanjay City, Pamplona, Amlan, Sibulan, Dumaguete City, Bacong, Siaton and Bayawan City.

Cabaron said LGUs particularly those prone to calamity should conduct evacuation drills and exercises while carrying out massive education drive or pulong-pulong down to the barangay levels on disaster preparedness.

Barangay officials should ensure that the barangay has flood control projects such as dikes and the culverts cleaned and clog-free.

Evacuation centers should already be identified by now so that affected residents will know where to go right away in the event of a disaster, says Cabaron.

Typical evacuation centers are schools, churches, warehouses and sports coliseums with functional potable water.

Cabaron also called for barangays to adopt a coded warning system so residents can quickly respond accordingly when typhoon, flood and other destructive weather phenomena occurs and avert possible loss of life and property. (PIA)
