INDEX CRIMES IN TAGBILARAN
YEAR-ON-YEAR DROP – DEGAY

The local police chief said the index crimes, which is the general indicator whether a place is peaceful or not, dropped in February 2018 compared to the same period in February 2017.
However, there is an increase in the crime volume in February 2018 compared to February 2017, but the city police improved in the crime-solving efficiency.
This was bared by City Police Chief Supt. Patricio Degay Jr during the City Peace and Order Council meeting on Thursday at the JJ’s Seafood Village.
Data showed there were 68 index crimes recorded in February 2018 compared to 94 index crimes recorded in 2017.
The police chief attributed the drop in the index crime to the increased police visibility and regular checkpoints during the daytime.
Degay said there was a total of 176 crimes reported in February 2018 compared to 167 crimes reported in February 2017.
However, he said, the city police managed to improve on the crime solution efficiency rate with 73.30 percent in February 2018 compared to 61.07 percent in February 2018.
Degay lamented the number of non-index crime committed in the city in February 2018 increased to 108 from 73 in February 2017.
Carnapping incidents, said the police chief, increased by three-fold with zero incident in 2017 to three incidents in 2018. Degay said despite the increase; all carnapping cases happened in the city were all solved. All stolen motorcycles were recovered, as caseswere filed against the suspects, the city police chief added.
JAN TO FEB 2018 STATS TELL A DIFFERENT STORY
It is an entirely different story when it comes to the statistics between the first two months of 2018, as the crime volume rose and the crime solution efficiency dropped.
The number of index crimes recorded in January 2018 compared to February 2018, though, dropped, based on the statistics presented by Degay.
There were 68 cases of index crimes recorded in February 2018 compared to 71 index crimes recorded in January 2018.
The crime volume increased to 176 incidents in February 2018 compared to 159 incidents in January 2018, said Degay.
The number of crimes solved, said Degay, was pegged at 129 incidents solved in February 2018 compared to 122 incidentssolved in January 2018.
The volume dragged down the crime solution efficiency in February 2018 pegged at 73.30 percent compared to 76.73 percent in January 2018.
Degay said theft, physical injuries, and robbery remain the top three crimes that happen in the city. In February 2018, there were 40 cases of theft recorded in the city PNP compared to 44 incidents in February 2017, 17 cases of physical injuries recorded compared to 38 cases in the previous year, and six robbery cases logged in the police records compared to eight cases recordedin the previous year.
Among the barangays in the city, based on statistics collected in February 2018, most of the crimes, both index,andnon-index, happened in Barangay Poblacion 2 with 26 index crimes and 19 non-index crimes reported. Barangay Cogon comes in next with 15 index crimes reported and 14 non-index crimes logged. Barangay Dao is in third place with nine non-index crimes reported and three non-index crimes logged.
The city police chief said it is expected for the crime numbers to swell in barangays Poblacion 2 and Cogon since it is a convergence area with a dense concentration of business establishments.
Degay said most of the crimes in the city happened on a Thursday with 19 instances reported in February 2018. Sunday and Monday come in second and third respectively, when most criminal activitieshappened.
The city police chief said police are extra vigilant during 4 am to 6 am as this is the times of the day when crimes happen.
The police chief said more police officers are deployed during these times and attend to the police outpost in Plaza Rizal and near the Island City Mall (ICM).
DOUBLE BARREL ACCOMPLISHMENT
Degay reported 13 persons arrested in line with Oplan Double Barrel forJanuary to March 2018, 13 suspects were arrestedwith a total of 18 cases filed in court, covering a total of eight operations conducted.
The total weight of suspected drugs confiscated is pegged at 66.41 grams.
Degay said the city police seized a total of 130.49 grams of suspected shabu in 2017 with a total of 49 operations, leading to the arrest of 62 persons and 111 total cases filed in court.
WAY FORWARD
Degay informed the body the police started to implement the Helmet Law province-wide at the same time implemented Executive Order No 26, which bans the smoking in public places.
The police chief said they are preparing for the security needs for the upcoming Lenten Season, summer vacation and Lakbay Ligtas
He also said the police are in the thick of preparations for the security needs of the National Private Schools Athletic Association which will be held in Tagbilaran City starting April 21.
