With local officials locking horns on whose honor will the Bohol circumferential road be named, one of the lower House's most famous representatives went ahead and sponsored a bill to name the road that embraces the island province after one of Bohol's illustrious sons.

As this develops, Bohol First District Rep. Rene Lopez Relampagos has filed a bill in Congress to name the long stretch of highway circumnavigating the island province after Bohol's most illustrious son, President Carlos P. Garcia.

Bohol Tribune obtained a copy of the draft bill introduced by former President and now Rep. Gloria Macapagal-Arroyo of Pampanga seeking to name the "entire circumferential road in Bohol" in honor of Gov. Erico B. Aumentado.

Macapagal-Arroyo says in her bill the road has to be rightly named after the one who toiled for its completion.

Aside from being a seasoned politician, Aumentado was the epitome of a change maker while he was in the halls of Congress and in the Capitol. Mentioned in the explanatory note of the bill introduced by Macapagal-Arroyo, Aumentado has pushed a number of infrastructure projects that greatly benefited not only the people of second district of Bohol, but the entire province.

In a way, Aumentado was the brains and prime mover of the master plan that ushered Bohol into a prime eco-tourism destination. His vision led to the realization of the Bohol International Airport in Panglao and worked on constructing key seaports to support the Strong Republic Nautical Highway.

He also was instrumental in building several dams in the province that has become the anchor for irrigation in Bohol aside from connecting Bohol to Leyte for power needs. For his efforts, Aumentado had earned the moniker "Mr. Performance" and "Mr. Achiever."

TUG-OF-WAR
There is this apparent tug-of-war among Bohol's officialdom about naming the circumferential road.

A faction wants to name it after the only Boholano president of the republic, Carlos Polistico Garcia. At the same time, sectors want to see the road to be named after Aumentado who had served his province well with this laudable performance both as provincial governor and representative of the second district.

More than a week ago, the Sangguniang Panlalawigan (SP) clashed on the naming of the road during the regular session. The faction favoring the road to be named after President Garcia out voted the opposite party who wanted to name the road after Aumentado.

Now the virtual tug-of-war shifts to the halls of Congress where two contending bills hang in the balance in an effort to name the highway. It seems it boils down on the Congress being the final arbiter on the question on who among Bohol's illustrious sons deserves to have the road named after.

During the last CPG Day, Relampagos revealed his plans to file a bill to name the road in honor of Garcia.

REACTION
Former Provincial and City Legal Officer Handel Lagunay in a Facebook post said the Boholano has "given more than enough honor to Pres. Carlos P. Garcia." He pointed out an entire island town has been named in honor of CPG and "even set aside one day as a holiday."

He said he "endorse" to name the road as Erico B. Aumentado National Highway since he was the one who "so assiduously shepherded to completion in its various phases--from the time he was Congressman until he became Governor."

A debate has been started among netizens on Facebook regarding this issue at the same time some radio programs did some impromptu phone albeit, unscientific, survey to feel the pulse of the public on the issue of naming the road.

An important highway in Metro Manila, the C5, is actually a road named after the late Boholano president of the republic.

Aumentado was the author of the bill that has become a law that named C5 to the author of the Filipino first policy.

Facebook user Howell Calamba gave his two thumbs on the idea of naming the road in honor of Aumentado. Chie Anhao said "he truly deserves it!" The same positive reaction was seen from Facebook user Lhiza Galorio-Pamz.

Reports said the members of the Philippine Councilors League (PCL - Bohol Chapter) headed by its president San Isidro councilor and provincial board ex-officio member Gloria Gementiza passed a resolution asking Congress to name the highway in honor of Aumentado.

Also, there are reports that the League of Municipalities of the Philippines (LMP-Bohol), led by Clarin Mayor Allen Ray Piezas, according to Board Member Tomas Abapo, during his privilege speech, will also come out with a resolution to have said road named after Aumentado.
