MAASIN CITY (2 December 2005) PIA -- The Integrated Provincial Health Office (IPHO), an LGU-Province-run hospital in this city, is the only other government tertiary hospital in Region 8, the other one is the DOH-managed Eastern Visayas Regional Medical Center (EVRMC) in Tacloban, according to Dr. Noel Arteche, Chief of the Processing and Claims Division of Philhealth Regional Office.

In the weekly Cable TV show “KAABAG” December 1 where he was the Guest together with IPHO Chief Dr. Leonardo Eway, Dr. Arteche said that being classified as tertiary means that the maximum benefits enjoyed by Philhealth members confined at the IPHO are also high.

The refund for ordinary drugs and medicines has a ceiling of P 3,000.00, for intensive care patients, P 9,000.00, and for catastrophic cases, P 16,000.00, Dr. Arteche said. He added that for x-ray and laboratory fees, the maximum refundable limits are the following: ordinary cases – P 1,700.00; intensive cases – P 4,000.00; and catastrophic cases – P 14,000.00.

Dr. Arteche defined diseases with catastrophic category as stroke, loss of blood, kidney failure, and death in hospital, where actual expenses leading to death can be re-imbursed. Patients treated in the intensive care unit (ICU) are listed as intensive cases, as the term suggests.

The duration for confinement is 45 days for a principal Philhealth member, and another 45 days cumulative for the dependents.

But IPHO Chief Dr. Leonardo Eway disclosed that patients who exceeded the 45-day limit were considered charity patients so they would not pay for their continued stay in the hospital.

Aside from the refund on medicines, x-ray, and laboratory fees for individual patients, Philhealth members also help the hospital earn revenues for room and board expenses that are pegged at P 400.00per day.
