Major PNP reform, accomplishments cited

SAN FERNANDO CITY, La Union, Jan. 30 2012 (PIA) – Undersecretary for Peace and Order Rico Puno of the Department of Interior and Local Government said on Friday that the Philippine National Police has adopted a new fund distribution scheme where only 15 percent goes to national headquarters and the 85 percent goes to field operating units to ensure an efficient and responsive service to the people.
Puno was guest here during the 21st PNP Anniversary with the theme “PRO 1: May Serbisyong Pagkukusa, Kaibigan ng Mamamayan at Tagapagtanggol ng Karapatan.â€
This he said was among the major accomplishments of the PNP, specifically in fiscal reform.
He also cited the zero backlog program launched last year which demonstrated the PNP’s seriousness in implementing disciplinary measures, including the PNP Integrated Transformation Program-Performance Government System.
Puno also cited the 39 percent positive approval ratings of the office of the chief PNP in 2011. He was very optimistic that the rating would be sustained if not surpassed given the present leadership this year.
He said that the police integrated patrol system has helped bring down crime rate in Region 1 wehre index and non-index crimes have decreased and crime solution efficiency has improved.
In 2011, total crimes against persons went down by 30.4 percent and total crimes against person dropped by 17.8 percent compared with that of 2010.
“These positive results can be attributed, in a large measure, to increase PNP operations against riding in tandem criminals,†Puno said.
The PNP, likewise, has made progress in mainstreaming human rights and international humanitarian law in the police organizations.
In Region 1, the Commission on Human Rights – Region 1 recorded a considerable drop of 12.5 percent on alleged human rights violation involving PNP personnel. Puno urged uniformed PNP personnel to work more in the implementation of human rights-based policing concepts and approaches to law enforcement.
“I am confident that PRO-1, being the home of the most citizen-friendly and most human rights conscious police personnel would set the pace for other police offices to follow,†Puno disclosed. (JCR-PIA 1 La Union)
