Koronadal City (31 January 2006) -- In KALAHI-CIDSS project, I saw Allah's gift to us," state Banjo Mandagya.

"Now KALAHI-CIDSS is in our village, we are thankful because our sub-project was included in the list of prioritized sub-projects. At least our hardships will be lessened," relates Mandagya.

Mandagya likewise testified that through series of trainings under the sixteen steps process, he learned new things. "Because of KALAHI, my self confidence was developed. I learned also the job of being a bookkeeper, an engineer and an accountant," the BSPMC official cited.

When I arrived here in 1992, "I saw the problem - there's no source of clean water. Its really difficult for us," community leader Banjo Mandagya, who became Barangay Sub-Project Monitoring Committee Chief, when KALAHI-CIDSS project selected this town based on the municipal poverty mapping, said in Maguindanawon dialect.

Oftentimes when I arrived home tired from a day long work at the farm, I still have to hike and fetch water for drinking, bared Mandagya.

Water is a primary need of every individual. But for residents of barangay Poblacion, Lutayan, Sultan Kudarat, we never had enough potable water for several years now.

One of the villagers claimed they will be hiking about 13 kilometers just to fetch clean water which cost P10.00 per container. Although people shared the hard life for the past decades, they still remain hopeful and thankful to Allah for their spiritual leaders have always that stand that someday somehow development will be implemented in their area.

Mandagya is among the 1,320 households who find difficulty in looking for source of potable water. The social condition is very much alarming for sometimes, most of the villagers fetch their drinking water at the Lake Buluan.

Kamad Sali, 29 years old, also asserted that by the time this sub-project is fully completed, they will never purchase gallons of water and people in the village will soon be able to engage in additional productive activities.

Over 200 teenagers in this barangay, are out-of-school-youth and seventy percent of the total population are illiterate. Majority of the people in this place have no toilets. Many of them especially children suffered from water-borne illnesses like diarrhea, cholera, hepatitis and skin diseases. Nevertheless, people in this impoverished village, will soon enjoy safe, potable drinking water for currently, KALAHI-CIDSS, a flagship program of the government, funded by a P9.5-billion government loan from the World Bank, is now actively working hand-in-hand with the local officials of Barangay, Poblacion, Lutayan to finish a Water System sub-project within the first quarter of 2006. The project in this village is one of the several infrastructure anti-poverty sub-projects of KALAHI-CIDSS.

The towns of Lutayan and Columbio are among the poorest municipalities in Sultan Kudarat Province based on the poverty mapping where primary indicators are the quality of human capital, housing and amenities and access to centers of trade.

All barangays in a municipality are eligible to participate in the program. Under this program, community beneficiaries may avail of infrastructure projects such as classrooms, daycare centers, health centers, spring development project or a water system. Through a community assembly, residents can evaluate their needs and eventually come up with a project proposal. After which, the project is submitted for a final deliberation and approval to a municipal inter-barangay forum. After approval of the proposal, community leaders will then endorse it to the Department of Social Welfare and Development (DSWD) for funding. During the implementation stage, the community takes the lead role by conducting the bidding, purchases the needed materials and facilitates the construction of the project.

Currently, the KALAHI-CIDSS is also implementing various projects in Arakan, Cotabato, Malungon and Malapatan, Sarangani and T'boli, South Cotabato. (DSWD-KALAHI/MSOC-PIA 12)
