Joint agribusiness venture project with LGU

SANTA, Ilocos Sur (28 June 2005) –- The Department of Agriculture (DA) and its attached agencies launched recently a joint agribusiness venture project with the local government units (LGUs) here.
The regional agribusiness program attempts to develop the 2-million hectares idle lands vis-à-vis generating 2-millions jobs in the Ilocos Region until 2010.
Ilocos Sur Governor Luis Chavit Singson, announced that this region-wide project will initially be started in Barangay Sacuyya, Santa town and develop around 36-hectares idle lands to be productive.
“I want to emphasize and encourage everyone to plant all idle lands with any crops, particularly high value crops, thereby making these lands productive, thus making everyone self-reliant in their daily needs,” Singson said.
Singson further said that the provincial government is most willing to extend help, in coordination with DA.
The concept of the agribusiness project was adopted from the Goal 1 program of the DA, which aimed to make all idle lands in the countryside productive.
To attain the objective of the Goal I project, partnership with concerned LGU’s, the private sectors, the landowners and the government financing institutions shall be tapped through a memorandum of agreement.
Acting DA Regional Executive Director Nestor Domenden DA said that Goal I program is set to address the 6 to 10 million job generation program of President Gloria Macapagal Arroyo until 2010.
“When we say idle marginal lands, these hectarages of land has no economic activities, but with this modern agribusiness project we will make them productive by planting coconut seeds, bamboo, fruit trees and other crops,” he told.
Ilocos Sur Provincial Agriculturist Teofilo Quintal disclosed that under the Goal I programs, all idle lands and it’s owner would be identified, afterwards a memorandum of agreement between the landowners and the DA will be initiated for the agri-based development of the area.
“The DA would provide all planting materials for the development of the areas including technical expertise, but the landowner will finance the labor cost for the laborers in the planting and management of the area. This is the probable counterpart of the landowner for the project,” he said.
“While developing the idle land areas, landowners will employ laborers to develop the area. In that manner, we precisely create jobs that would be beneficial to the jobless people living in the area,” he explained.
Quintal added that the landowner will shoulder the bulk of the management fees in the development of his idle lands, in which this would provide jobs and income of the jobless residents in the area. Afterwards, all output in the crop production would be goes to landowners.
Under the Goal I program in the DA regional office, he told that the province of Ilocos Sur is committed to seek about 300, 000 hectares of idle lands with a corresponding 300,000 jobs to be generated until 2010.
He said that the initial 36 - hectares of marginal land intended for this agribusiness venture program, which was located in Barangay Sacuyya, Santa town, is owned by Vigan City Mayor Ferdinand Medina. (PIA Ilocos) [top]
