Davao City (2 December 2005) -- Davao City majority floor leader councilor Emmanuel Galicia said one of the reform agenda of President Gloria Macapagal-Arroyo is to strengthen public vigilance in the maintenance of peace and order in the country.
"If there is a peaceful atmosphere, development and investments will follow and eith public vigilance, we can surely maintain a peaceful city," he said.
One of the mechanisms being established by the government to curb criminalities is the establishment of the People's Law Enforcement Board (PLEB) which is also expected to
curb police abuses.
Galicia, who was formerly Regional State Prosecutor is calling the public to be more vigilant in the government's fight against criminalities.
"The public, including the business community, should be aware of the existence and role of the PLEB because it can stop abuses committed by men in uniform" he said.
PLEB was created to promote discipline, integrity, professionalism and credibility among members of the police.
Through vigilance and active participation, abuses committed by men in uniform can be corrected, Councilor Galicia said in an interview over Tingog sa Masa radio program at DXOW anchored by Boy Bilaan.
Peace and order is one of the priority programs of Mayor Rodrigo R. Duterte and the Philippine National Police (PNP), but sometimes, the police become part of the problem when they abuse their authority.
PLEB was created under Republic Act 6975 as a local community mechanism to investigate and decide citizen's complaints against erring members of the PNP. PLEB can do its share by removing the unfit in military forces, Galicia said.
President Gloria Macapagal-Arroyo, in her PNP Reform Agenda and Reorganization Act has strengthened PLEB by establishing PLEB in each legislative district.
