Laoag City (1 December 2005) -- The 50-member Consultative Commission is bringing the great debate on constitutional reforms to three Northern Luzon cities starting December 2 as part of its nationwide information and consultation
campaign.
Commission delegates, led by retired Armed Forces Bgen. Jose Bello, will plane in at the Laoag International Airport on December 1 before motoring to Vigan City for a
press conference that would kick off the three-day sessions.
The commission will have a day-long consultative workshop at the University of Northern Philippines auditorium in Vigan City on December 2 before heading to San Fernando and Dagupan cities for similar activities.
"What is Charter change? Is federalism and parliamentary better than a presidential form of government?
Why is it important for the public to participate in the discussions referring to Charter change?"
These are among the
questions to be raised and answered as the commission brings to the streets the great debate on constitutional amendments.
President Gloria Macapagal-Arroyo signed Executive Order (EO) No. 453 in August creating a consultative commission to propose the revision of the 1987 Constitution in consultation with various sectors of
society.
The President incorporated the constitutional reform in the Medium Term Public Investment Program of 2005 and deemed it to be of the highest priority as stated in her State of Nation Address in July.
Ms. Arroyo laid the following targets in pushing for Charter amendments:
a government of effective and accountable political institutions
a decentralized government that is more responsive and accountable to the people and
allows people to participate effectively in government decisions and the making of social and economic policies.
The commission, representing the national, regional and sectoral constituencies appointed by the President, has started consultations and studies in key cities nationwide and proposed amendments and revisions to the 1987 Constitution.
The proposed amendments dwell principally on the following:
proposal to shift from a presidential-unitary system to a parliamentary-federal system of government,
refocusing of economic policies in the constitution to match the country's vision for global competitiveness,
and to review economic policies which tend to hinder the country's global competitiveness and adversely affect the people's welfare. (PIA Ilocos)
