SP-VGO trains Bohol barangay legislators

Getting that big laugh over a seemingly funny barangay ordinance? Well, not in Bohol.
At least, when all of the barangay officials would have been equipped with the knowledge on barangay legislations, parliamentary and legislative work becomes easy job. Then the review of ordinances committees would have no reasons to laugh anymore,†says Vice Governor Julius Caesar Herrera.
The Office of the Vice Governor (VGO) and the Sangguniang Panlalawigan (SP) here now embarks on a Training on Barangay Legislations, a critical move to give the barangay officials who are in the forefronts for government service the right tools, says Dioville Mar, of the Special Projects Unit (SPU).
With the barangay officials earnestly asking for help to be able to contribute to the general aim of helping the country cross the threshold of the first world, the SP Local Legislative Development Project now puts in a novel technology transfer scheme.
This would be on the most needed legislative processes, parliamentary procedures, drafting of resolutions and ordinances, research and data banking as well as codification, explains VGO Chief of Staff Anne Mariquit Oppus.
Implemented by a training team composed of SP and SPU staff funded by the VGO, the training was initially piloted in 8 towns here since 2004 and has now spread while equipping approximately 3,000 barangay officials in 17 towns, Mar said.
The one day course targets barangay captians, councilors, secretaries, Sangguniang Kabataan barangay chairs, SK councilors and secretaries, the Training on Barangay Legislations concept paper states. (rachiu/PIA)
