Abusive Cafgu in Anda, Bohol Dismissed

THE stabbing member of the Civilian Armed Forces for Geographical Units (CAFGUs) unit in Talisay Anda has been terminated effective September 1, says the commanding officer investigating the complaints.

According to 1Lt. Amir Minanga, he has recommended for the dismissal from service of respondent CAFGU member Reynaldo Hinampas.

Moreover, he called for the immediate recall to main camp the suspect’s brother Jose Hinampas, who was the alleged driver of the get-away vehicle after the incident.

1Lt. Minanga is the commanding officer of the 52nd Infantry Battalion’s Echo company, the one involved in a complaint filed by Talisay Barangay Council led by Chairman Magdaleno Gultiano.

The commanding officer also called for CAFGU refresher course for other CAFGUs found to have been involved in similar mischiefs.

802nd Infantry Brigade’s Civil Military Operations Officer Major Eduardo Malig-on Jr. last week assured that the 52nd IB was handling the investigation and assured immediate action.

The army would never tolerate abuses committed by Cafgus and those found guilty will suffer the consequences, he said. 

Newspaper reports last week said that barangay officials of Talisay complained against alleged atrocities committed by elements of the Civilian Auxiliary Army (CAA) Detachment based in their barangay.

The barangay, through a council resolution has called for the immediate pull-out of the detachment to avert from any more “untoward incidents”.

They identified the perpetrators as members of the 3rd Bohol “Echo” Coy of the 52nd IB under 1Lt Minanga.

Residents’ complaints ranged from attempted rape, drunkenness, indiscriminate firing, environmental concerns and stabbing.

According to complaints, the drunk elements of the detachment boxed civilians, fired indiscriminately when drunk, threw human wastes near the camp and aided a member involved in a stabbing incident to escape.

In Resolution # 13 series of 2009 and dated August 21, the council asked Governor Erico Aumentado for the immediate pull-out of the detachment.

But 1Lt. Minanga however revealed that the army has also secured counter affidavits from several complainants retracting the early allegations.

Minanga also called for the town peace and Order council for a dialog with the complainants and the local officials next week.  (PIA)
