  EDITORIAL - Failure of justice
Updated June 18, 2009 12:00 AM

How much can a Philippine president earn in 20 years? While in office, he is prohibited from engaging in private business. His immediate relatives are supposed to be barred from using their access to power for self-enrichment.

Yet in his two decades in power, the late strongman Ferdinand Marcos managed to accumulate a mind-boggling fortune, with his widow building up a personal jewelry collection valued at P15 billion. This treasure trove is apart from millions of dollars stashed away in foreign banks, with the Philippine government managing to trace over $350 million in Switzerland. That amount, turned over by the Swiss government and still held in escrow, has grown to nearly $700 million. The Philippine government has also managed to recover several pieces of prime real estate property in New York.

With the Philippine president one of the lowest paid heads of government in the world, how did Ferdinand and Imelda Marcos manage to amass all that wealth? The government places the Marcoses’ wealth at around $10 billion. Simply comparing the wealth when Marcos rose to power against the family’s bank deposits, jewelry and other assets 20 years later in 1986 should give the government a strong case to convict at least one of the Marcos heirs for corruption.

Yet neither Imelda nor her children, and not one of the Marcos cronies has been sent to prison for any offense in connection with ill-gotten wealth. The Comprehensive Agrarian Reform Program ended with little of the Marcos wealth going to CARP, as envisioned in the land reform law. Today, 23 years after Marcos was toppled, a comment from Raul Gonzalez shortly before he was replaced as justice secretary has reminded the nation that none of the top personalities during the Marcos dictatorship has been punished for the crimes of the regime. Gonzalez had told the Presidential Commission on Good Government that if there was no legal reason to hold on to P15 billon worth of jewelry being claimed by Imelda Marcos, the collection had to be returned to her.

How hard is it to finalize the nation’s claim over ill-gotten wealth? And how hard is it to find someone guilty of amassing wealth illegally when the verified amount is way beyond the capability of any public official to have earned the wealth through legitimate means? This failure of the justice system guarantees that more public officials will be accumulating wealth beyond their means in the coming years.

"kanya kanya sila hila ng buntot nila" it's better to claim hyden kho's hard deck on this issue of corruption and abuse of power coz dr. hyden show it to the whole world what a pilipino hard deck is!!!

Pardon me, but the series of political pardons (or declaration of guiltlessness) is bewildering.

Gloria has pardoned Erap, who was proven beyond reasonable doubt to have ill-gotten weath.

The same administration, through the proxy statement of Raul Gonzales, hints at the possibility of letting go of Imelda's ill-gotten wealth charges as well.

The unspoken statement seems to be directed at Gloria's future successors: I've pardoned others before me, so you have to pardon me (in case I can't find a way to stay in office).

In this country, even the dispensation of justice is a political act.

tama ka ben. just like here in toll road industry. namatay ang nlex noon due to politics. politicians were dictating the toll fee for political interest without considering if the toll they want can handle the maintenance of the toll road facility.

nowadays here in nlex it seem that they are not dictating us on our toll fee but the service nlex now offers is world class. i hear, that a congressman in the south is demanding a lower toll fee at slex. for sure he could have a lot of votes in next years election if the concessionaire cave in and those malaysian investors knees will surely rattle  hadlok unsaon pagbawi sa investment nila!

yup, BOT and the concession is 25yrs. sauna, ang tag-ija mga lopezes and gi baligja mi sa MPIC of pangilinan group sa pldt/smart. maayo ang pagbaligja sa company because MPIC is very aggresive to expand. right now we are in the planning stage to connect north and south expressways thru PNR existing line. taas expressaway, ubos rail road. MPIC is willing to invest php 31B for the project. am sure this would help to decongest traffic in manila and and we could cut travel time from north to south from 1.5hr or more to 15minutes.

There was a documentary film showed in german TV, it is about a swiss journalist who trailed the Marcos account in Swiss banks. He was able to get all infos but the court did not recognize it.

Bwad, naa ko'y mga migo sa UP National Center for Transportation Studies, basig nakahimamat nimo ang uban nila.

Bitaw, nganong ibalik pa man ni Imelda tawon?

Imeldific lagi gihapon ang poise ni Madam in green terno with matching emerald dangling earings, bracelet and broach. Ang mga tinuod man gud niya diay nga alahas sequestered man.

Belle, in fairness to Imelda, bisag sa iyang pangidaron, regal gihapon iyang bearing ug carry man niya bisag fake iyang alahas. First three photos gani niya, nakapangutana ko nga nganong nakapuslit man nig items sa mga sequestered  collection. The 4th picture, taken after the broach incident, told the entire story--fake na lang diay tanan iyang gigamit.

"Think only of the good and the beautiful," she projects what she genuinely feels.
