Immigrating to Canada, 6 categories:
1. Skilled workers and professionals
2. Quebec-selected skilled workers
3. Canadian experience class
4. Investors, entrepreneurs, and self-employed people
5. Family sponsored
6. Provincial nominees
The provincial nominee category is based on a province's immigration requirements. Some provinces might need more immigrants than others, other provinces might need a certain number of workers in a particular field, the less populated provinces might simply need new immigrants to increase their population, etc. You'll have to check the requirements of each province you're considering. I do not recommend Ontario and British Columbia because they're popular immigrant destinations and therefore reduced chances of getting admission. Right now, I heard that Manitoba is taking in many Pinoys. The less populated the province, the more chances of getting in.
One condition: if you're successful under the Provincial Nominees category, you have to live in that province for a minimum of 2 years before you can move to other provinces.
And because you're applying as an IMMIGRANT, you won't have to go to POEA to file an application and pay their fees. Your application is processed here in Canada.

NOTE: If you have the financial resources, the INVESTORS AND ENTREPRENEURS category is another option. Many wealthy Pinoys come in under this category.
