If Cebu scavengers were Arroyo officials

Scavengers recently found a jute sack containing $60,000 in a landfill in Cebu province. (Philippine Daily Inquirer, 12/1/08) Not knowing where the money came from, they reportedly bought 50 sacks of rice and some beer and distributed them to 600 fellow scavengers at the dump.
Some of the dollar bills that fell out of the bag were reportedly taken by unidentified scavengers, and the rest were given to a half-brother and a cousin of the scavenger who found the money.
But when a money changer claimed that he owned the sack that was thrown away by mistake, the half-brother and cousin gave back to the authorities $21,500 that they still had. They knew that they could be punished if they did not return the money.
I wonder what would have happened if the finders were officials of the Gloria Macapagal-Arroyo administration.
