Yon ang akala nya! He's just passing the buck to other people who are the recepients of the controversial fund without thinking that his answers were clearly self incriminating. Releasing of that fund from his Department without any inkling of monitoring or following up how the money is being spent is a gross negligence of duty they sworn into office. That's broadly a dereliction of duty, is it?
