CARP extension

MANILA, Philippines -- Acknowledging the difficulty of passing the proposed extension of the Comprehensive Agrarian Reform Program before the Christmas break, the Senate has initiated a resolution with the House of Representatives to extend the program for another six months, Majority Floor Leader Juan Miguel Zubiri disclosed Tuesday.

Zubiri said the joint resolution was being circulated among senators for their signatures.

Zubiri said Speaker Prospero Nograles, in a meeting in Malacañang earlier on Tuesday, has agreed to the resolution.

If approved by both houses, the program will be extended until June 30, 2009.

The program is set to expire this December.

Zubiri also cited the difficulty of the House to get the required numbers to pass the CARP extension bill as a reason for the Senate decision to draft the joint resolution.

the extension of CARP has been the agenda of many a farmer's rally in many places in the philippines. yet congress kept delaying. i remember nograles saying last that they have another six months to work on its extension before the year was over (when the CARP law shall have expired). obviously, nograles and his cohorts failed to act on a very important issue that would spell a lot of difference for the lives of many farmers in the countryside. mao pay ilang e dali2 karon nga magpasko na?

i personally don't agree with the extension of the program.  the program was flawed from the beginning to benefit influential landholders including the family of the President who approved the bill into law and the current President's husband's family.

CARP has proven to be beneficial to most farmers since it was made into law during the incumbency of cory aquino. the problem is of course the way the law is being implemented in that land holdings of very influential individuals don't get to be given out to tenants as the law provides. but what properties DAR officials have been able to put under CARP has been distributed to farmers. would they have rallied for its extension if it was not giving them any benefits?
