Base sa itinakda ng Republic Act No. 11310, tanging mga mahihirap na sambahayan lamang na natukoy sa pamamagitan ng National Household Targeting System  for Poverty Reduction (NHTS-PR) o Listahanan ang maaaring maging bahagi ng Pantawid Pamilyang Pilipino Program (4Ps).


Maliban dito, ang sambahayan ay kailangang:


✔️Mayroong naninirahang 0-18 taong gulang na miyembro ng sambahayan (ang mga batang nasa edad 6-18 ay kailangang naka-enroll sa paaralan)


✔️Mayroong miyembro na nagbubuntis sa panahon ng enumerasyon


✔️Sumasang-ayon sa iba pang kondisyon na itinakda ng programa
