The STARS program, or Skills Training Advocating Reliance, has been launched in this province to provide capability enhancement and training opportunities for 10 individuals per barangay.

Bohol has 1,109 barangays, and this means that at least 11,118 Boholanos will be trained for future self-employment.

Training for the following skills will be available: Hairstyling, manicure, pedicure, basic hairstyling, electricity, plumbing, therapeutic massage, reflexology, cell phone repair, driving, and possibly welding and tour guiding.

STARS intends to train 10 residents of each of the province’s 1,109 barangays in two years in courses of their choice from among those to be offered: manicure/pedicure, hairstyling, basic electricity, plumbing, therapeutic massage/reflexology, cellphone repair, driving, radio/TV servicing, small engine repair, household service worker.

The project will former rebels to facilitate their re-entry into the mainstream of society.

The Bohol Local Peace Forum (BLPF) chaired by Bishop Leonardo Medroso of the Diocese of Tagbilaran, with Gov. Erico Aumentado as co-chairman, passed a resolution recently, seeking counterpart funding of R12,848,605 from President Gloria Macapagal Arroyo.

The provincial government has a lump sum amount in its budget specifically allotted for counterpart funding for certain projects.

For STARS, the governor said the provincial government and Bohol’s three congressmen will provide funds for half of the project cost, according to the convergence strategy that Aumentado pushes.

Convergence, he explained, is the pooling together of resources so that no matter how meager they may be, when combined, they can already fund impact projects, or at least widen its scope or finish the same.
