To prepare for the expected 15,000 jobs that would soon be available in Guam, Filipino recruiters have started “manpower pooling” and have put up a website for job applicants.

Licensed recruitment agencies have set up Work Abroad (Philippines), an online overseas job portal for Filipinos, as preparations begin for the construction of a major US military base on the Pacific island, according to recruitment industry consultant Emmanuel Geslani.

“Hundreds of positions from professionals like mechanical and electrical engineers, skilled positions from heavy duty and auto mechanics to plumbers, carpenters, electricians and many more can be sourced through Work Abroad,” Geslani said in a statement.

“It is also a Philippine manpower pooling site for the top domestic recruitment agencies accredited by the Philippine Overseas Employment Administration (POEA). We are doing this because there are many illegal recruiters offering jobs for Guam,” he said.

Geslani said “manpower pooling” simply means compiling the resumés of workers for particular job openings in Guam that are accepted online for future job orders expected to be approved by early 2011.

He said the Guam-bound workers would not have to pay placement fees to their recruiters because both the POEA and the US government have banned the collection of such fees for temporary workers going to the island.

From reading into this, Ray, it seems that they are looking for skilled and professional workers: engineers, technicians, construction, etc.

Since it is in Guam and Guam is an American Territory (meaning they will be paid in American Dollars and thus susceptible to pay American Tax Laws, then the Filipino workers will be subject to the Minimum Wage Act, meaning they will be paid fairly...).

Civil Engineer Salary in Guam ranges from: $50,000-$56,000 (annual pay)
: This translates to about 2,300,000 - 2, 576, 000 Pesos (annual pay)

at least this is clearer now.  i take it that manpower pooling is what it is at the moment.  it does not assure anyone of any sure job placement. 

during the last election period, many politicians used these potential guam jobs in their campaigns as if they're responsible for the job openings.  a guam senator took pains to correct that misperception, saying that the job openings are for all qualified persons regardless of nationality, not just for filipinos.  that was one hell of a cold water for politicians who took credit where there was none, the kind who would even take credit for an erupting volcano if they thought that it helped in their campaign.

thanks pareng lorenzo. at least this would give our filipino brothers an idea on what they can expect if they wanted to join the manpower pooling. sayang, i don't have skills they needed to be there. for sure i will take part of this opportunity.

Ray, one would need an American working visa to go to Guam, meaning this is also an opportunity for people to acquire a resident visa. I have friends who landed on jobs in the American marianas and used that route to come to the mainland USA. They were paid in dollars and salaried as RNs.

Yeah, maybe jobs are open in Guam for foreigners but they are being filled now by American citizens.  So ang sobra, bahinan na sa mga foreigners.
