The current estimated population of Tagbilaran City is 85,000. The ideal Police-to-Population Ratio is 1:500 for an urban area and 1:1,000 for a rural one. For not being able to attain this figure, the TCPS (Tagbilaran City Police Station) has no other choice but to enlist the services and participation of “Force Multipliers” which includes the Barangay Tanods, in order to carry out the mandated tasks. The result was “Project Panaghiusa”, a Barangay-based Anti-Crime Strategy. The main proponent of this project was Police Senior Superintendent Edgardo Casiguran Ingking, once the Chief of Police of Tagbilaran City. Police Senior Superintendent Edgardo Casiguran Ingking is back, where he belongs, after a brief stint as Chief of Police of Mandaue City and police adviser at the United Nations Mission in Liberia, West Africa for almost two years. It was a three-year distance from his home-province that enhanced his skills and deepened his perceptions in a job that requires the best in a real man. Heading PNP-Bohol is another big challenge he accepts unflinchingly. All for the Boholano people he loves to serve.



Edgardo Ingking was born in Fort San Felipe Naval Base, Cavite City on August 20, 1959. His father, Gorgonio Ingking, was with the Philippine Navy then, and later worked with the Coast Guard, until his retirement in 1979. His mother was Alicia Brown Casiguran. She was a faculty member of Bohol National High School before she retired. Colonel Ingking has five other brothers and sisters. Renato was a BSC-Accounting graduate of the University of Bohol and worked at the City Prosecutor’s Office. Vilma Uayan is a Civil Engineer, also from UB, and is now employed at the National Irrigation Authority. Gorgonio, Jr. finished BSMT at PMI, and is presently a Third Mate in a Norwegian Company carship traversing Europe and Asia. Lenie Zaheer graduated from the University of the Philippines with a degree in BS Psychology. She married a Singaporian and she is presently the Personal Assistant to the managing director St. Andrew’s Center, an international logo designer based in Singapore. Haydee finished BS-Fine Arts from UP and La Salle College of the Arts in Singapore. She worked at ASATSU-DK SINGAPORE PTE LTO, an advertising agency in Singapore.

Police Senior Superintendent Ingking is married to Marlene Garcia from Cortes. She graduated in 1980 with a degree in Bachelor of Science in Commerce (Magna Cum Laude) from Divine Word College. They are blessed with three children, all boys: Jed, a Computer Engineer and DOST Scholar with Lexmark, an American Computer Company. Don is a special child at Sunshine Learning Center, Cebu City. Dan Mikael, is a second year high school student at the University of San Carlos Boys School, Cebu City.

He first studied at the Holy Spirit School (1966-1970), then transferred to Cogon Elementary School (1970-1972). He finished his secondary education at the Bohol National High School (1976). The same year, right after graduation, he enrolled at the Philippine Maritime Institute-Bohol as a working student. He took the PMA examination, passed, and was a full government scholar at the Philippine Military Academy, Fort Del Pilar, Baguio City from 1978 to 1982.

Not the type who leaves any endeavor or job unfinished, he went back to PMI and finished Bachelor of Science in Marine Transportation (BSMT) in 1991 and passed the third mate licensure examination in 1992. Convinced that he needed to enhance his administrative skills he enrolled at Southwestern University, Cebu City in 1998 where he finished Masters in Public Administration in 2001.

Originally commissioned in the Philippine Navy, AFP, he accumulated five years Sea Duty on board 4 Navy and 2 Cost Guard ships. Among the important persons he had with the shore-based units of the Philippine Coast Guard were: Assistant Station Commander, Coast Guard Station, Cebu (1986-87); and Station Commander, Coast Guard Station, Ormoc (1987-89).

He was later absorbed by the Philippine National Police and was designated: Chief, Organization and Training Section, Directorate for Operations, PNP Maritime Group, Camp Crame (1991-92); Chief, Operations and Investigation, Maritime District 7, PNP Maritime Group, Cebu (1992-96); Station Commander, 703rd Maritime Police Station, Bohol (1996-98); Regional Officer, Regional Maritime Office 7, PNP Maritime Group (1999-2001); Assistant Director for Intelligence, Headquarters, PNP Maritime Group, Camp Crame (2001); Regional Plans and Operations Division, Police Regional Office 7, Cebu City (2002); and Assistant Provincial Director, Bohol Police Provincial Office (2002-03). From July 14, 2003 to August 15, 2004 he has been designated Chief of Police of Tagbilaran City Police Station; Chief of Police Community Relations, PR07 (August 16, 2004 to September 31, 2004; City Director, Mandaue City Police Office (October 1, 2004 to February 20, 2005); UN Police Adviser in Liberia, West Africa (February 20, 2005 to November 20, 2006).

These varied assignments where he exhibited exemplary performances have further developed his capabilities. Even while performing his duties he immersed in many Military/Police Trainings. Among them were: Coast Guard Station Commander’s Course, Naval Base, Sangley Point, Cavite City (1985); Naval Officer’s Qualification Course, Naval Base, Fort San Felipe, Cavite City (1982); Maritime Law Enforcement Manila (1982); International Anti-Terrorist Small Craft Enforcement, Federal Law Enforcement Course, Camp Crame, Quezon City (1991); Scuba Diving Course, Farola Compound, Enforcement Training Center, Glynco, Georgia USA (2002); Patrol Planners Course, United States Coast Guard Mobile Training Team (2000); and Public Safety Senior Executive Course, NPC, Philippine Public Safety College, Fort Bonifacio, Makati City (2002). He was promoted to the rank of Police Senior Superintendent (Full Colonel) on January 5, 2005.

His accomplishments are manifestations of his worth in public service, for which he has been a recipient of commendations and awards. Among the numerous awards he received include one Medalya ng Kagalingan, Medalya ng Kasanayan, 3 Medalya ng Papuri, 3 Military Merit Medals, and 15 Letters of Commendation. He won First place and was handed the Academic Excellence Award for the Public Safety Officer Senior Executive Course, Class 43-02 on April 30, 2002. In 1986 he garnered second place in the Coast Guard Station Commander Course and was given an Academic Excellence Award. In 1999 the PNP Maritime Group gave him the Senior Field Officer of the Year National Award. As Regional Officer, he was given by the same group the Best Regional Maritime Officer of the Year National Award in the year 2000. All these distinctions are only some icing-to-the-cake which he does not consider an end-all to his illustrious career. Even without these trimmings his dedication to his duties and responsibilities will never falter.

In some briefings he has conducted for some organizations in the City he sounded alarmed by the problems on the use of prohibited drugs among most of the Barangays, aside from crimes against persons. In these briefings he has to emphasize that the meager police resources is not enough to address all problems. He needs the cooperation of everybody. His efforts have slowly paid off. The Rotary Club of Tagbilaran donated two cellphones to hasten reaction to complaints. The Filipino-Chinese Chamber of Commerce and Industry is presently printing a pamphlet on Crime Prevention for public awareness. FCB and Bohol Bankers’ Association have also pledged their donations.

P/SSupt. Ingking is convinced that the true meaning of public service is not personal interest. He also respects the human rights of individuals, for which reason he always insists on the observance of due process. He continuously instills in the minds of his subordinates never to put emotion in the performance of their job; that a law-enforcer should not be a law-breaker; and that unnecessary violence is not a solution; nor can one correct a mistake by committing another mistake. He wants to enhance the image of the police and establish a truly effective partnership with the community.

P/SSupt. Edgardo Casiguran Ingking does not rest on his laurels. On June 3, 2003 he took the Civil Service Executive Eligibility Examination (CSEE) and successfully hurdled it. Among the many who took it only three from the three regions of the Visayas PNP passed. He was one of the three who made it during that year. Throughout his varied assignments and designations he has vehemently emphasized that honesty, quality service, dedication, and commitment to one’s service duty are distinctive marks of an officer of the law.
