Bidding Goodbye to a Benevolent Administration

      At 63, his productive years are far from over; but the City Civil Registrar is retiring, not for instant material comfort, for all his children have finished their studies; and therefore, the days of incessant toil to provide for their school needs are done with. But the retirement package accorded by the incumbent City Hall administration is too tempting to resist… a gesture he is grateful, as it ushers in an opportunity to enjoy life in a most convivial situation. He is very thankful to Mayor Dan Neri Lim for this project, and he is very vocal to express his gratitude in no uncertain terms.

      Mr. Alfredo Gimenez Edaño was born in San Remegio, Cebu. He came to Tagbilaran in 1962, during his teens, as a working student of the then Rafael Palma College (UB). He credits his becoming a Boholano to Atty. Rodolfo Edaño Yap, his uncle-in-law, who became a Councilor, and later the Vice Mayor of Tagbilaran. He finished BSE and married Teresita B. Requina of Loon. They have four children: Ven Alfred is employed at PAO; Van is a Nurse in Texas; Fritzie finished at USJ-R; and Michelle Ann just finished BSN at Silliman University and waiting for the Board results.

      Instead of a teaching career, Fred opted to work as a City Sanitary Inspector at the City Health Office. Then he transferred to the office of the City Civil Registrar as Civil Registry Officer. Since 1995, he has been doing the job as City Civil Registrar.

      This interview with Mr. Alfredo G. Edaño took place in his office at City Hall last Wednesday (February 11) morning. By coincidence, the date was the birthday of Mayor Dan Lim, whom he idolizes as an individual and lionize as a leader who has made a big difference for the City of Tagbilaran. The superlatives he used to describe the Mayor need not see print here, for my subject of this unscheduled interview does not like to sound solicitous. 

LMP: Pila na ka ka-tuig sa government service?

AGE: Sige man ko ug balhin-balhin. Pero nagsugod ko sa 1974.

      LMP: So, thirty-five years na. Anang mga panahona, matawag na ba nimo imong kaugalingon nga loyal gyod sa panerbisyo nga wala man gyod ka moundang? Wala ba moabot sa imong huna-huna nga mobalhin?

AGE: Wala gyod kay nagminyo naman ko. Unya naa napod ko’y mga anak.

      LMP: Gi-unsa man nimo pag-adjust sa imong kaugalingon nga pwede man ka sa bisan unsang klase sa administrasyon?

      AGE: Magtrabaho lang gyod ko sa akong mga trabahoon, aron wala’y ikahinaway ang uban.

      LMP: Wala ba gyod mahitabo sa imong kinabuhi nga mokiling ka sa usa ka politiko, labi na nga ang status karon sa Pilipinas, ang atong trabaho usahay depende kon kinsa ang naglingkod sa itaas?

      AGE: Wala gyod. Wala ko’y gilabanan, ma-Mayor man o ma-Bise. Bisan kinsa nga mga opisyales, loyal ko nila, kay sila man ang gipili sa mga tawo.

LMP: Wala gyod mahitabo nga nagluib ka sa administrasyon nga imong gialagaran?

AGE: Wala gyod.

      LMP: Matawag ba na nga maoy hinungdan nganong humot ka bisan kinsa ang naa sa administrasyon?

AGE: Mao siguro na ang rason.

      LMP: Matan-aw nato nga aduna gyo’y promotions nga nahitabo sa imong pangalagad sa gobyerno. Unsay imong gibati anang mga panahona?

      AGE: Usa sa nag-promote nako as City Civil Registrar si Atty. Dan Lim. Administrator pa siya sa una. Matag balhin o promotion, dako and akong pasalamat kaniya.

LMP: Kadaghan na ka nabalhin. Wala ba ka batia ug kabalaka nga basin ma kick-out ka?

      AGE: Wala ko mabalaka kay wala man ko’y gihimo nga sala. Ready ko kon unsa ma’y mahitabo.

LMP: Unsay eligibility nimo sa Civil Service?

AGE: First grade.

      LMP: Mao ba na’y imong gisaligan nga di ka papahawaon lang nga wala’y hinungdan?

      AGE: Wala man pod ko magsalig ana. Basta kay mi-serbisyo lang ko.

LMP: Unsay trabaho sa opisina sa Civil Registrar?

      AGE: Kon ikaw ang Head, mag-protect ka sa mga records. Daghan man ta ug records. Duna ta’y Register of births, register of deaths, marriage, ug mga judicial orders. Kinahanglan bantayan ang mga records nga dili magisi. Public documents man na sila.

LMP: Unsay kinahanglan kon gusto ka mutan-aw sa records?

      AGE: Mohatag ka’g data about nimo. Kon authorized ka, kami ang mangita, dili pwede ug kamo.

      LMP: Nahitabo na ba sa imong trabaho as City Civil Registrar nga gi-question imong authority?

      AGE: Dili na kalikayan. Labi na sa national census. Naa ma’y uban nga sayon-sayonon lang ug palusot ug papeles bisan fake.

LMP: Nahitabo na ba nga gi-forge ang imong pirma?

AGE: Diha na’y nahitabo.

      LMP: Kon pananglitan, mo-register ang usa ka tawo unya gi-forge ang imong pirma, unsay sanction?

AGE: Pwede nga ikiha.

LMP: Unsaon nimo pagkahibawo kon gikawat ang imong pirma?

      AGE: Ang census na ang pangayoan ug specimen sa mga pirma. Duna’y mga tawo nga makamaong mokopya ug pirma. Apan masakpan lang gihapon.

LMP: Pila kabuok trabahante nimo ron sa imong opisina?

AGE: Ang regular, unom, unya tulo ka casuals.

LMP: Unsay imong pamaagi sa pagdala sa mga tawo?

AGE: Maayo ang pagtrato nila aron ayohon pod ko nila.

      LMP: Wala ba’y tawo nga imong naagian nga angay gyod kasab-an kay dili makamao sa iyang trabaho?

AGE: Wala man pod.

LMP: Aduna ba’y panahon nga mirebelde ang usa o duha sa imong mga tawo?

AGE: Wala gyod.

      LMP: Kon pananglitan, wala ka angayi sa usa ka Mayor, unsay epekto ani sa imong trabaho?

AGE: Mamaot ang trabaho. Apan, kaluoy sa Diyos, wala pa man pod na mahitabo.

      LMP: Atong balikon ang imong gisulti nga sa panahon ni Mayor Ondoy Rocha, nahimo kang City Civil Registrar through the recommendation of Mayor Dan Lim. Gi-unsa man nimo siya pagpasalamat sa pabor nga iyang gihimo nimo?

      AGE: Dako gyod ko ug pasalamat niya tungod ana. Akong gipakita nga wala sila masayop sa ilang hukom pagpili nako. 

      LMP: Karong panahona, ang mga loyal sa Mayor gi-kontrahan sa opposition. Unsa may rason nga wala man ka apila?

      AGE: Wala man ko’y gikalalis nila. Wala sila’y nakit-an nako. Basta kay loyal ko ni Mayor Lim gyod.

LMP: Aduna ko’y nadunggan nga morag mo-retire na kuno ka kay 63 anyos naman ka?

      AGE: Dili pa karon. Mo-avail ko sa programa sa Mayor para sa mga padong mo-retire. Karon sigurong last week sa November aron makadawat pod ko ug bonuses kinta.

LMP: Kining maong proyekto, nakahatag ba ug kaayo sa mga empleyado sa City Hall?

AGE: Nakahatag gyod ug kaayo kay daghan man ang mi-avail.

LMP: Sa mga mi-avail, nalipay ba sila sa resulta?

      AGE: Nalipay gyod. Wala ma’y mireklamo. Makakobra pod sa mga kobrahonon pa. Jackpot gyod. Kon moretire na ka, kinahanglan man gyod nga naa kay iprepara Mao nga bisan ug wala na’y trabaho, naa pa’y madawat.

LMP: Unsa may buhaton nimo after retirement?

      AGE: Suroy-suroy na siguro. Nagpasalamat ta ug taman nga na-apil ta ani nga pangagamhanan.

LMP: Unsa ma’y ikasulti nimo sa administrasyon karon ni Mayor Lim?

      AGE: Matinabangon man gyod si Mayor. Labi na ang iyang programa nga Barangay Patrol.

LMP: Birthday man ron ni Mayor, unsa imong ikasulti kaniya?

AGE: Nga unta daghan pa siya ug mga birthdays nga moabot.

      Fred Edaño visited his son in Texas recently. His two-month leave became three; of course, with his superior’s approval. Hi considers himself lucky to come to Bohol, where he has found his home with his family.

      Asked what part of his life he wanted changed, if given the prerogative, he answered there is none. Not even his humble beginnings, for this was the reason he strove harder to reach his goals. He believes that if he had a happy-go-lucky childhood, he would not have learned the value of hard work and perseverance.

      Mr. Edaño is always one to admit that, even if he labored and sometimes fought tooth-and-nail to realize his dreams, he cannot have succeeded all alone by himself. There were some people who helped him grow up, paved his way for a better future… and he is wholeheartedly thankful to them. This sense of gratitude became the founding pillar for his loyalty to those people who made him what he is today.

      Even after his retirement, he is absolutely certain he won’t forget their good deeds; and to them he has an unfading sense of gratitude. Topping them all is Mayor Dan Neri Lim.
