A GOLD medal and a plaque of special recognition to be presented Dec. 6 at the Manila Hotel by German Ambassador to the Philippines Axel Weishaupt to Gov. Erico Aumentado will forever stand witness to the high performance of Bohol ’s bureaucracy in 2006. In a letter to Aumentado dated Nov. 15, Executive Director Gaudioso Sosmeña Jr. of the Local Government Development Foundation (Logodef) said the gold medal and the plaque are mementoes that the foundation and Konrad Adenauer Stiftung (KAS), Philippines give out to awardees once only every three years. The Konrad Adenauer Medal of Excellence (KAME), now in its fourth edition, is the only foreign award for local governments in the Philippines recognized by the Philippine Senate in its Resolution No. 881 during the 10th Congress. This year, the awards will be presented at the Champagne Salon of the Manila Hotel at 9 a.m. Aumentado expressed elation over the award, saying it expresses how he has worked for the province these past three years. He assures his constituents that he will not rest on his laurels though. He said the award is another milestone but at the same time it becomes yet another benchmark in the task of reducing poverty incidences in the province. Aumentado has steered his Team Bohol from No. 17 of Club 20 – the 20 poorest provinces out of 79 in the country – when he first assumed as governor in 2001 to No. 41 last year according to the 2005 Philippine Human Development Report of the United Nations Development Programme (UNDP). Only last May however, the National Statistics Coordination Board (NSCB) of the National Economic and Development Authority (NEDA) reported that Bohol has moved farther away from Club 20 – it is now No. 52. The governor attributes the climb – and the recognition – to his flagship poverty reduction program for peace and development that is a convergence of funding, services and support from and effort of national government agencies, the different provincial government departments and offices, the municipal and barangay governments and the private sector. For the governor, the gold medal means another trip to China in the offing. Sosmeña said for the awardees, Logodef is arranging with the Embassy of the People’s Republic of China for a study tour in the early part of 2007. In the Philippines , the KAS country representative is Klaus Preschle while the chair of the Logodef Board of Trustees is Nestor Pilar.
