Third Congressional District, Provincial Board Member

Hon. Godofreda Olavides Tirol, Ph.D. is an educator by profession. Before she became a distinguished lady legislator and Dean of the University of Bohol-College of Education, she
started her career as a Math Teacher at the Bislig National High School in Surigao del Sur
from 1972 up to 1975 and later as Math Teacher at her hometown’s Bohol School of Fisheries (Now: CVSCAFT) in Cogtong, Candijay, Bohol from 1975-1977. She later joined the University
of Bohol in 1977. She was an instructor at the UB College of Commerce from 1977 to 1994; Assistant Dean, Men and Women from 1988 to1994; and Professor in the Graduate School
from 1988 to 2001.

Freda, as Board Member Tirol is fondly called entered politics in 1995 where she ran and won
as Vice Mayor of Candijay, a position she served until 1998, the year she decided to seek for
a seat at the provincial Board.

In May of 1998, Freda tasted her first victory as member of the provincial board. She was reelected twice, in May 2001 and in May of this year, thus, she is now serving her last term.

Board Member Tirol is an active officer and member of various organizations. To name some: Secretary General, Provincial Board Members’ League of the Philippines- Region VII, Chairperson, Management Executive Board, Bohol Crisis Intervention Center- Bohol, Member
of the Board of Directors, Feed The Children International- Asia (FTCI-A,,)President, Lady Legislative Advocates of Bohol, Member, Lady Local Legislator’s League of the Philippines,Member, Philippine Association of Graduate Education (PAGE, Member, Center
of Excellence Teacher Education- Teacher Education Institution Network (COETE-TEI) and Secretary, Graham- Leopoldo- Belarmino-Tirol Memorial Church, 1995 to present.

Presently at the provincial board, BM Tirol is the Chairperson of the Committee on Education,
the Committee on Women and the Provincial Sub-Committee for the Welfare of Children. She
is the Vice Chairperson of the Committee on Ways and Means and the Committee on Culture and the Arts and member of the Committee on Good Government.

BM Tirol has to her name a number of laws and resolutions passed as a legislator, either as author or sponsor to include: Ordinance No. 2000-020 – Institutionalizing the Yearly Search
for the Child-Friendly Municipalities in the Province of Bohol for the Promotion of a
Child-Friendly Environment; Ordinance No. 2000-030 – The Bohol Children’s Code; Ordinance
No. 2000-031 – The Creation and Organization of the Center for Culture and Arts Development
of the Province of Bohol; Resolution No. 99-070 - Strongly supporting and favorably endorsing
a House Bill making it mandatory for all food processors and manufacturers to include micronutrients and vitamins in all snack foods; Resolution No. 2000-111 – Urging the Center
for Cultural Affairs and Development to initiate the immediate formulation of a Culture and
Heritage Code of the province of Bohol; and, Resolution No. 2000-318 – Strongly opposing
House Bill No. 7165 known as the Lesbian and Gay Rights.

Attached to Freda’s name are the seminars and conventions this active civil servant has
attended to include: Special Course on Government Accounting for Accountancy Faculty, Seminar- Workshop for Thesis Advisers, ,Management Seminar-Workshop, Orientation,
Seminar on the Local Government Code of 1991, 1st Visayas Conference and Seminar- Workshop of the Vice Mayors of Region VI, VII and VIII, National Conference for Educational Innovation, Seminar- Workshop on Effective Local Legislation, Sensitivity Seminar, Integrated Capability Building (ICBP) Expert Panel and Strategic Planning Workshop, Seminar-Workshop
on Effective Local Legislation, Seminar Writeshop on Research Publication, 2nd Area Forum, Conference Workshop Enhancement to Countryside Development Effective Local Legislation,
2nd Visayas Vice Mayors’ Convention, Seminar Workshop on Institutional Planning and Development, Bohol Provincial Council for the Welfare of Children Strategic Planning and Workshop, Bohol Provincial Strategic Planning and Review Workshop, Second Congress of
the Global Network of Women in Politics and 1998 Centennial Conference on Literacy and Continuing Education.

Board Member Tirol’s dedicated service has been recognized here and elsewhere. She is a recipient of the following awards and citations; 2002 Ulirang Ina Awardee and 2002 DSWD Salamat Po Awardee, Certificate of Appreciation for her support and unselfish personal contribution to the success of Vice Mayors League of the Philippines Convention, Certificate
of Award for providing outstanding leadership to the community, for helping fight the war against poverty, crime, corruption, drugs, ignorance, and for pushing local autonomy and the Philippine economic development in the countryside on the eve of the Centennial of the Philippine Independence Day Celebration, awarded by Speaker Jose de Venecia, Jr.

Board Member Tirol was born in Tawid, Candijay, Bohol on November 8, 1951 to Florentino Piloton Olavides and Emeliana Macas. She is happily married to former Vice Governor and
Senior Board Member Victor B. Tirol Sr. with whom they have four children; Victor Jr.,
Vida May; Victor III and Anni Vi.
