Prasing as he is fondly called is a Civil Engineer by profession before entering into the arena of politics and public service. He served the National Irrigation Administration as Officer-In-Charge

for a year and then became an educator as a College Instructor in the College of Engineering in the University of Bohol. He also holds a post-graduate degree on Local Administration and Development Program from the University of the Philippines.

He was truly destined to serve fellow Boholanos wherein his political plight took off in the field when he was elected as Vice Mayor in the prosperous Municipality of Tubigon and served from 1972 to 1975 at age 26. After serving his term as Vice Mayor he took a short rest and tested
the waters of his professional career and served as Project Engineer in a huge construction company in the City of Cagayan de Oro for a year.

Predestined to be a public servant, he came back to his real world and ran for the mayoralty
post in his hometown. Winning the hearts and votes of his constituents he served the town’s
top post for long twenty years and showed his leadership skills and efficiency as local chief executive through his major achievements and accomplishments in the fields of education, agriculture, rural electrification, cottage industries, infrastructure, waterworks, health care,
culture & sports, international partnership and economic enterprise. He was able to establish schools for all levels, the Municipal Hospital, Rural Health Stations, Organizations of Cooperatives, Waterworks System to barangays, Concreting of Roads and the Expansion of
the Tubigon Municipal Wharf were some visible undertakings during his incumbency.

Noted for his exemplary achievements and dedication to serve as chief executive of his hometown, he took a step of the next political ladder for the position of Provincial Board
Member and was elected in the year 1998 garnering the highest votes in the First District of Bohol. Proven to be worthy of the said position he was reelected to the same position in his second term in the year 2001 and successively in his third term in 2004.

Board Member Prasing Mascariñas authored many ordinances and resolutions geared towards the benefit of the Boholano constituents. He holds the Chairmanship on two Committees in the Sangguniang Panlalawigan, the Committees on Public Works, Highways & Related
Infrastructure and Committee on Personnel & Related Policies. He is also the Vice-Chairman
of the Committee on Appropriations, the Committee on Rules and the Committee on Natural Resources. He is also a Member of the Committee on Government Properties, Enterprise and Related Undertaking.

In his legislative initiatives in the Provincial Board, he has authored significant legislative measures in many fields introduced for the benefit of the Boholano constituents. Being the Assistant Majority Floor Leader on the Halls of the Provincial Board, he has principally
sponsored forty four major ordinances and two hundred sixty seven (267) resolutions designed
to promote efficient and effective local governance. Presently he is gearing his legislative sights towards passing measures that would redound to the benefit of the Boholano constituents especially to those who have less in life.

Relative to his official functions as legislator, he became a Delegate and Negotiator of the Klondike Days Exposition in Edmonton, Canada, 2002; Bergen Seminar on Development on Development in Bergen, Norway, 1999; FMC Southeast Asean Partnership Workshop in
Chiang Mai, Thailand, 1997; Federation of Canadian Municipalities Partnership Program with
City of Portage la Prairie, Manitoba, Canada, 1996; Philippine-German Foundation, Inc. visitto Germany 1995; and Philippine Local Government Officials visit to the People’s Republic of
China, 1994.

Board Member Mascariñas is happily married to Dra. Yolanda Abogatal who is currently
working in state of Nevada in the United States of America. They were blessed with three children; the eldest daughter is Sarah Joy and two studying sons. Jasper who is studying in

U.P. Los Baños and the youngest is Jairus in Bohol Wisdom School mentoring the footsteps
of their successful parents.
