You will certainly find him anywhere with anybody, inside & outside the hall of the Provincial Sanggunian. When sessions are called to order, you find him seated listening intently to every proceeding or hear him standing before the podium with elegance, with his well-embroidered barong tagalog to air his views with rationality and eloquence.

As he appropriately blends with any kind of situation, any kind of person, outside or inside
the hall of the Provincial Sanggunian, Board Member Atty. Felix Realista Uy is indeed a “real flexible legislator” of the Province of Bohol.

Felix as he fondly called was born in Baclayon, Bohol on November 25, 1956 to a hardworking Chinese businessman father and a very loving and supportive mother who has a pure Filipina descent.

So blessed with fame and fortune, he is happily married to Marilyn “Bobs” Rubillar from
Tagbilaran City and presently a Municipal Councilor of Baclayon, Bohol. They are blessed
with three (3) children; Jacqueline Majella, Christine Carrieanne and Felix Maverick.

Because of the proximity of Baclayon to the province capital or for whatever other reasons,
Board Member Uy finished almost all his studies at Divine Word College (DWC) Tagbilaran
City from elementary (1963-1969), secondary (1969-1973), Bachelor in Political Science
(1973-1974) and Bachelor of Laws (1976-1980). He had only two years stint at the University
of Bohol in 1974-1976 where he finally graduated his A.B. in Political Science there in 1976, before going back to DWC, the following school year for his law course.

Passing the Philippine Bar Examination in 1980, he immediately threw himself to the
practice of law which eventually won for himself a distinct honor, name and respect among
legal luminaries for which relatives, friends and allies in Baclayon were so proud.

He entered the political arena in his hometown Baclayon in 1988, ran for Municipal Mayor
and won. Because of his superior performance, he was liked and loved by his constituents
who brought him back and back to the realm as town’s chief executive until 1998. While
being Mayor in Baclayon from 1988 to 1998 or a span of nine (9) years, he was also elected
as President of League of Mayors of the Philippines (LMP) Bohol Chapter in 1990 up to 1992.

When his maximum three (3) term period as Municipal Mayor has ended, he humbly opted
to ran for Municipal Councilor of Baclayon with only one thought in mind to continue his
services to his people.

Again, topping the race, his good name in politics spread like fire which caught the attention
and support of the Philippine Councilors League – Bohol Chapter, choosing him as their
President in 1998 to 2001 and consequently an Ex-Officio Member of the Sangguniang Panlalawigan in the Province of Bohol.

In the local elections of 2001, he ran for Provincial Board Member in the 1st district of the
province and won. Again, in 2004, he got reelected. As a legislator, Board Member Atty.
Felix Realista Uy is the Chairman of the Committee on Cooperatives & NGO’s, Committee
on Public Utilities & Franchises, and Committee on Rules. He is a Vice Chairman of the Committee on General Resolutions & Ordinances and Committee on Personnel & Related Policies. A member of the Committee on Trade & Industry, Committee on Education,
Committee on Zoning, Rural & Urban Development and Committee on Appropriations,
Finance & Budget. For, “real flexible legislator” that he is, with performances beyond
reproach, public service for Provincial Board Member Atty. Felix Realista Uy is no longer
a challenge but his way of life.
