Adopted Boholano and Korean ambassador to the Philippines now bows out after rendering exemplary diplomatic service to the country but waves a presidential citation handed by no less than President Gloria Macapagal Arroyo early this week as he leaves.

South Korean Ambassador Extraordinary and Plenipotentiary Choi Joong-Kyung, also the brains behind the multi-industry-cluster (MIC) set for implementation in northeastern Bohol gets the Order of Sikatuna and a presidential citation as he is set to rise as Senior Economic Adviser to the Korean President.

The Order of Sikatuna is conferred upon diplomats, officials, and foreign nationals who have rendered significant services in fostering, developing, and strengthening relations between their country and the Philippines, reports revealed.

The Silver Distinction, Order of Datu Sikatuna award to Choi was in recognition of his significant and outstanding contribution to the enhancement of Philippine and South Korean relations especially on the advancement of bilateral relations between the two countries as highlighted by the successful state visit of President Arroyo to Korea.

Choi was also credited for the establishment of multi-industry clusters for agricultural development in six provinces in the Philippines; one of which is set in northeastern Bohol.
 
In his watch, there was noted increase in Korean investments and official development assistance to the Philippines, a more aggressive promotion of cultural and people-to-people ties through the year-long commemoration of the 60th anniversary of Philippine and Korea diplomatic relations.

In his term also, he implemented the Korean government’s immediate calamity assistance and humanitarian relief during back-to-back typhoons, which devastated the Philippines last year.

It may be recalled that Ambassador Choi was also conferred by Governor Erico Aumentado the singular title of “adopted son of Bohol” – the first ambassador to become a year ago.

The adoption came as Bohol recognized Choi’s help to Bohol to advance its marine and upland agriculture through the environment-friendly use of natural resources.

Moreover, his brainchild MIC concept has become Korea’s template for its assistance.

MIC lumps several related industries into one contiguous region, to facilitate operation support, cut on costs for transport and travel and maximize resources.

MIC has frontloaded the local implementation of the establishment of the Special Economic Zone (SEZ) in Talibon town.

The SEZ includes an algae research center, a bio-ethanol extraction facility to generate biomass power from algae and organic fertilizer.

Another MIC also includes puts up an upgrade of the Malinao Dam and the establishment of a modern rice processing complex (RPC), both in Pilar town. (PIA-Bohol)
