Life is indeed man’s greatest journey. Mapped out with roads to be traveled on, it is an adventure that takes a lifetime to decipher. Nobody knows its outcome. All one could do is fervently dream, burning a hope that life would be colorful and meaningful.

Born to parents Policronio T. Mascariñas and Felisa Mante, on January 14, 1946, Eufrasio “Prasing” Mante-Mascariñas started on his life’s journey, as the second son of a family of eight siblings. A local boy of the town of Tubigon, he took his education in stride. Elementary learning was at Tubigon Central School (1952-1958) and secondary education was at Holy Cross Academy, where he graduated salutatorian (1958-1962). Then, he was off to the Cebu Institute of Technology as an academic scholar taking a degree in BS Civil Engineering (1962-1967). Successfully passing the board examination right after graduation, he had the world at his feet.

At 22, he was the Acting Officer-In-Charge of the national Irrigation Administration, Eastern Visayas Irrigation Region (NIA-EVIR), at the Bohol Sub-Office in the City of Tagbilaran. His administrative skill was honed to his advantage. While others were still day-dreaming, he was exposed to a managerial task that squeezed out the best in him. The following year, he became an instructor at the University of Bohol (1965-1975).

Prasing has always been born a leader, it is in this period of his life that fate charted out a different course venturing into a realm totally new to him – public service. It was told that this young and unheard of man wearing t-shirts, shorts, and slippers would tirelessly go around from barangay to barangay, knocking from door to door, shaking countless hands. The hesitant greetings of the people turned to gleeful welcome smiles and soon enough they began to talk about the name “Prasing.” In 1972, he became the youngest vice-mayor of Tubigon at 25 (1972-1975). Among his more memorable projects was the Founding of the Federation of Tubigon Youth.

After his stint as vice-mayor, he thought of fulfilling the occupation that he studied for in school. He became the project engineer of the E.G. Delegencia Construction in Cagayan de Oro (1975-1978). However, destiny had a stronger pull than what this man envisioned for himself. On December 13, 1978 Prasing was appointed as Municipal Mayor of Tubigon by the late Ferdinand E. Marcos. There was no turning back after that.

Preparing for what fate held up ahead, Prasing took a post-graduate course in Local Administration and Development Program at the University of the Philippines. Manila. And as they say, the rest is history. He won elections after elections and served the town as municipal mayor for twenty (20) uninterrupted years (1978-1998).

As Tubigon’s top executive, he endeavored on major projects in the field of education: the establishment of the Mater Dei College, a National High School, a Barangay High School, and the establishment of elementary and primary schools in the barangays; agriculture: the construction of the water impounding projects of 5 barangays; rural electrification of 28 mainland barangays and 90% of all sitios; cottage industry: the establishment and strengthening of the loom weaving and raffia industry; infrastructure: the concreting of municipal streets, opening and improvement of barangay and farm to market roads; waterworks: the rehabilitation of the Tubigon Municipal Waterworks System and the establishment of Level II waterworks systems in 7 major barangays; to name a few. His more recent contribution was the expansion of the wharf, the constructions of the Tubigon Cultural and Sports Center and the Tubigon Community Hospital.

He was the town’s most clamorous advocate for progress. Having won the hearts of the Tubigonians who have migrated to other countries, they became his most avid supporters always willing to extend what they can for Tubigon’s betterment. Upon their invitation, they sponsored his trips to the United States (1989 & 1991), Hawaii (1991), and Hongkong (1994) with the aim to raise funds for his various infrastructure projects.

As an Ambassador of Goodwill, he was also instrumental in bridging and building international partnership programs with the Konrad Adenauer Foundation of Germany (1995), the City of Portage la Praire in Manitoba, Canada (1996), and with the Local Government Development Foundation (LOGODEF). He was also a delegate to the various government promoted trips: the Philippine Local Government Officials Visit to the People’s Republic of China (1994), and the FCM Southeast Asia Partnership Workshops in Chiang Mai, Thailand (1997).

With the passage of the term limit in the 1987 Constitution, the law barred Prasing to seek re-election. Convinced by party leaders that he can be of service to more people in Bohol, he ran for office at a provincial scale. In May of 1998, he was elected as a Provincial Board Member in the First District. He is the first Tubigonian to have achieved this feat.

Now on his third term of office, he has continued to sponsor major ordinances and resolutions to promote efficient and effective local governance. At present, he is the Chairman of the committee on Public Works, Highway & Related Infrastructure and the Committee on Personnel and Related Policies; Vice-Chairman of the Committee on Justice & Human Rights and Committee on Cooperative & NGO’s; and Member of the Committee on Appropriations & Finance, Committee on Ways & Means and Committee on Public Utilities and Franchises. As when he was mayor, he continues to represent the province and the country. Recently he took part in the Bergen Seminar in Development in Bergen, Norway (1999) and the Klondike Days Exposition in Edmonton, Alberta, Canada (2002).

He believes that contributing for one’s province or town does not have to be in the form of public office. It just happened that for him, this was the path that destiny has laid out. It has not been all glory and glamour. There had been times of trials, of sacrifices and of faith stretching. But through it all, with unwavering faith in God and with the love and support of his family and friends, it has indeed been one joyous journey. And his journey does not end here.

Prasing is married to a family physician, Dr. Yolanda “Chuchie” Abogatal, with whom he has three children. The eldest, Sarah Joy is a Manila-based Assistant Sales Manager of Waterfront Philippines, Inc. She graduated from the University of the Philippines, Diliman with the degree in BS Hotel and restaurant Administration. Jasper graduated high school at the Philippine Science High School Western Visayas (Iloilo) Campus and is now enrolled at UP-Los Baños for a degree in BS-Biology. Jairus, the youngest is a second year Physical Therapy student Silliman University, Dumaguete City.

Only a few Boholano politicians are really loved the way Prasing Mascariñas is. He may have reached high places, rubbed elbows with the power-that-be, has accomplished a great deal, and helped his constituents for almost forty years, but he has remained the humble public servant everybody admires. After his third term as a Provincial Board Member expires this year, he has various plans, and they always include the good of Tubigon.
