Atty. Dionisio D. Balite, Ph.D.
Third Congressional District, Provincial Board Member

On April 8, 1941, I saw the first light of day at barangay Cansibao, Valencia, Bohol, the
4th child of Marcos Tapitan Balite of Cansibao, Valencia, Bohol and Ciriaca Salarda
Dajalos (deceased) of Calma, G-Hernandez, Bohol.

As a child, raring for educational knowledge, I was able to finish my elementary education
at the Valencia Elementary School in 1954 as 1st honorable mention. My secondary education was completed in 1958 at the Valencia High School as salutatorian of the whole graduating class.

My parents could not afford to send me to college, but my thirst of acquiring higher educational attainment drove me to pursue this dream, thus I work my way towards college as a striver of then Rafael Palma College, now University of Bohol.

By sweating it out, I was able to acquire the following college courses: Associate in Arts,
with highest honors; Elementary Teachers’ Certificate, with highest honors; Bachelor of
Arts, Magna Cum Laude; Bachelor of Science in Education, Magna Cum Laude; Bachelor
of Laws, not to mention the Advance ROTC course; Local Administration and Development Program at U. P.; Master of Arts, Summa Cum Laude, and Doctor of Philosophy, Benemeritus.

With the acquired knowledge I got from the learning institutions, I was able to pass the
following government examinations: 2nd Grade Civil Service Examination, 1960; Adjutant
General Classification Test, 1965; Bar Examinations, 1966; Teacher’s Board Examination,
1973; Career Civil Service Examination (Professional), 1974.

With regards to my work experiences, I have to enumerate first my experiences in the educational institution: I worked as a Janitor-Clerk at the Registrar’s Office of the University
of Bohol, then Rafael Palma College from 1958-1960; Chief Clerk at the same office and
school from 1960-1961; Asst. Registrar, same office and school from 1961-1962. In search
for a greener pasteur, I transferred to the St. James College (now PMI Colleges) and
worked as the Registrar from 1962-1968; Assistant Director same school from 1968-1968; and ultimately, the school director of the same school from 1969-1971. Lastly, I served at
the University of Bohol as a faculty member from 1980-1981.

In the Socio-Civic-Religious Organizations: I served as a Deputy Grand Knight, K of C, Council No. 3290; Grand Knight, K of C, Council No. 6262 from 1985-1987; Deputy
Diocesan Datu, Virgen Sang Barangay, 1982-1988; President, Valencia Parish Pastoral Council, 1976-1980; President, Philippine Amateur Track & Field Association, 1987-1990; Vice-President, Integrated Bar of the Philippines (Bohol Chapter), 1985-1986.

I also had experience in the Private Corporations being a legal Counsel of the Consuelo Limestone Corporation from 1978-1991; Legal Counsel also of the Jagna Arrastre and Terminal Services, Inc. from 1974-1979.

In the Political Arena I had a very long years of experiences in this area. To start, I was a municipal councilor of our town in Valencia, Bohol at a tender age of 22 years from 1963-
1967; Municipal Mayor of the same town from 1972-1980; OIC Kagawad, Sangguniang Panlalawigan of Bohol from 1986-1988; Barangay Captain of my barangay of Cansibao,
Valencia, Bohol from 1989-1992; Federated ABC President, Municipality of Valencia,
Bohol from 1989-1992; Federated ABC President, Province of Bohol from 1989-1992; Federated ABC President of Region VII, 1989-1992; Kagawad, Sangguniang Panlalawigan
of Bohol, 1989-1992; Secretary General, Pambansang Katipunan ng mga Barangay,
Manila, 1989- 1992; Adviser-Consultant, Liga ng mga Barangay (Manila), 1992-1996; Executive Assistant II, Governor’s Office, Bohol, taking charge of Barangay Affairs, 1994-1995; Kagawad, Sangguniang Panlalawigan of Bohol, 1995-1998; Director, Provincial
Board Members Association of the Philippines, 1995-1998; Provincial Senior Board
Member, Province of’ Bohol from 2001 up to the present.

In the Banking Institutions, the following are my experiences: President, Federation of Cooperative Rural Banks of the Philippines (BANGKOOP); Chairman of the Board, Cooperative Bank of Bohol, Inc.

On Cooperatives, I was the Chairman of the Cooperative Bank of Bohol, Inc, National Awardee of the Gawad Pitak, 1999; Chairman, Liga ng mga Barangay Multi-purpose Cooperative, Inc.; Chairman, BIT Multi-purpose Cooperative; Chairman, Area Marketing Cooperative of Bohol, Inc.; President, Provincial Katipunan ng mga Samahang Nayon (PKSN).

As to the present positions that I am holding, I will deal first with the Educational
Institutions, to wit: President Emeritus of the following learning institutions: Bohol Institute
of Technology, City of Tagbilaran; Bohol Institute of Technology-Jagna, Jagna, Bohol;
Bohol Institute of Technology-Talibon, Talibon, Bohol; Bohol Institute of Technology-
Carmen, Carmen, Bohol; Balite Institute of Technology-Siquijor, Siquijor, Siquijor; Balite Institute of Technology-Butuan, Butuan City; President, Bohol Association of Higher Education Institution; President, Bohol Private Schools Association; President, Bohol
Private Schools Athletic Association; President, Association of Private School Technical Institution of Bohol; Vice-President, Philippine Association of Private Technical Institutions.

I am also engaged in the socio-civic-religious activities, thus at present I am the Diocesan
Datu of the Virgen Sang Barangay Organization and also the Provincial Coordinator of
STMA, Couples for Christ (CFC), Bohol.

In the Private Corporation, I am the Publisher of the Bohol Times, Manager of the BF
Printing Services and the Consultant of the Cooperative Bank of Bohol, Inc.

In the Religious and Civic Organizations, I am a member of the following organizations: K of C, Council 9292; Adoracion Nocturna Filipina, Valencia Chapter; Lions International; Rotary Club of Tagbilaran; Integrated Bar of the Philippines; Virgen Sang Barangay Organization; Philippine Amateur Track and Field Association; Couples for Christ (CFC); Philippine Guardians Brotherhood Incorporated, Jagna Chapter.

    * Lastly, enumerated hereunder are the different other Honors I received: Selected as Semi-Finalist, Ten Outstanding Student of the Philippines, 1961- 1962;
    * Selected as One of the Most Outstanding Mayors and one of the recognized
      leaders of Bohol on December 22, 1972 by the Philippine House of Leadership Evaluation and Research;
    * Outstanding Parents of the Year – Valencia, Bohol, 1978;
    * Awarded the GOLDEN EAGLE HIGHEST AWARD for Education by the Asian
      Institute of Humanitarian Development given on March 4, 1984;
    * KNIGHT OF THE MONTH AWARD, K of C, Council No. 3290;
    * Awarded the FAMILY OF THE MONTH AWARD by the Virgen Sang Barangay
      Council No. 8362 on June 30, 1984;
    * Outstanding Alumni, University of Bohol, 1996
    * Outstanding Boholano in the field of education awarded by the Ten
      Outstanding Boholanos around the World (TOBAW).

Yes that is true, the man has contributed a great deal to local politics as well as in terms of culture. A proud son of Bohol, jud.
