STATEMENT OF CONCERNED ATENEO DE MANILA UNIVERSITY FACULTY ON THE DEATH OF KIAN LOYD DE LOS SANTOS

August 21, 2017

Statement of concerned Ateneo de Manila University faculty on the death of Kian Loyd de los Santos and the recent spate of extra judicial killings
 
On 16 August 2017, police officers accosted a 17-year-old Senior High School student named Kian Loyd de los Santos in Caloocan City. Moments later, Kian, the son of an OFW mother, was found dead in what is believed to be yet another case of extra judicial killing. Kian was among those who were executed following the series of raids related to President Rodrigo Duterte's war on drugs, a grisly operation that resulted in the slaughter of 74 people, according to The Manila Times. 
 
Amnesty International reports that the latest development in the president's bloody campaign is reaching "new depths of barbarity." Meanwhile, the Commission on Human Rights considers the scale of the recent killings to be "unprecedented."
 
We, the concerned faculty of the Ateneo de Manila University, condemn in the strongest possible terms the horrendous spate of extra judicial killings. We denounce the state terror that President Duterte is unleashing upon the citizenry. The culture of violent impunity that he instigates is a threat to the fundamental virtues that bind us as a nation.   
 
Since the introduction of Oplan Tokhang on 30 June 2016, the Philippine Daily Inquirerwould report on 16 February 2017 that about 2,127 people had been killed. In May, as ABS-CBN stated, that number would balloon with no less than the Philippine National Police admitting to terminating 12,000 suspects. One shudders to think of the current number of victims who were executed without access to their legal rights.
 
As Filipino educators with a Christian perspective, we promote the inalienable values of deliberation and fairness, of care and justice. We therefore demand an end to the carnage that has created a climate of fear, lawlessness, and abuse. We call on people of conscience to join us in demanding the restoration of the rule of law and the cessation of the arbitrary use of brute force against the most vulnerable sectors of our community: the poor, the ill, and the innocent.
 
There is no place for terror in a just society. Stop the killings now!

Noong ika-16 ng Agosto 2017, dinakip ng mga pulis si Kian Lloyd de los Santos, 17 gulang at nasa ikaapat na taon ng hayskul, sa Lungsod Caloocan.  Ilang sandali pa at natagpuang patay si Kian Loyd, na anak ng isang nanay na OFW. Pinaniniwalaang isang kaso ng extra-judicial killing (EJK) ang pagkamatay ni Kian Loyd at bahagi ito ng malawakang kampanya ni Pangulong Rodrigo Duterte sa kanyang digmaan laban sa droga, isang karumal-dumal na operasyon na nauwi sa pagpaslang ng 74 katao ayon sa The Manila Times.

Ayon naman sa Amnesty International, umabot na sa sukdulang kahayupan ang kampanyang ito, at para sa Komisyon ng mga Karapatang Pantao, nasa panibagong rurok na ang kalapastanganan kung pagbabatayan ang bilang ng mga pinapaslang at nasasawi.

Ipinagdidiinan at ipinahahayag namin, bilang mga guro ng Pamantasang Ateneo de Manila, ang pagkondena sa kalunos-lunos na extra-judicial killings na ito. Tinutuligsa namin ang karahasang inihagupit ng Pangulong Duterte sa mga mamamayan ng ating bansa. Ang kultura ng karahasan na kanyang ipinunla at pinagtitibay ay banta sa mga pangunahing halagahan na nagbubuklod sa atin bilang isang bansa.

Iniulat ng Philippine Daily Inquirer noong 16 Pebrero 2017 na mula nang simulan ang Oplan Tokhang noong 30 Hunyo 2016, nasa 2,127 katao na ang namatay. Noong Mayo 2017, ipinahayag naman ng ABS-CBN na tumataas pa ang bilang dahil na rin sa pag-amin ng Philippine National Police sa pagkakapaslang sa 12,000 katao. Nakapanghihilakbot ang bilang ng mga basta-basta pinaslang nang walang pagsasaalang-alang sa kanilang karapatang-pantaong naaayon sa batas.

Bilang mga guro na hinubog ng Kristiyanong pananaw, itinataguyod namin ang mga karapatang pantao, ang patas na pagsisiyasat, ang pakikipagkapwa-tao, at ang katarungan.  Isinisigaw namin ang kahingiang itigil na ang kabi-kabilang pagpaslang na lumikha ng kaligiran ng takot, panunuwail, at pang-aabuso.  Nananawagan kami sa sambayanan na suriin ang budhi at magkaisa sa panunumbalik ng kaayusan, katarungan, at nang matigil ang paggamit ng dahas lalo na sa mga naisasantabing sektor ng ating lipunan: ang mga maralita, mahina, at walang kamalay-malay.

Kami nga mga nagpakabana nga magtutudlo sa Ateneo de Manila University, mikondena sa bug-os nga pagbati sa walay puas nga mga pagpatay o extra judicial killings. Hugot namo nga gisaway ang pang-abuso ug pagpanglapas sa gobyerno nga gipasiugdahan ni Presidente Duterte ngadto sa katawhan. Ang kultura sa pang-abuso nga iyang gipalikuran usa ka hulga sa mga sukaranang gawi ug pamatasan nga mao untay mohiusa sa atong nasod.
 
Sukad sa pagpasikad sa Oplan Tokhang niadtong Hunyo 30 2016, asoy sa Philippine Daily Inquirer nga niadtong Pebrero 16 2017, mikabat sa 2,127 ka tawo ang gipatay.
