The city hall working force has been deprived of an estimated 30% across-the-board salary increase as mandated by three executive orders issued since 2007.
This was categorically cited by City kagawad Zenaido Rama during a privilege speech he delivered during last Friday's session.
He questioned why the city mayor is so "calloused" to look into the welfare of the city hall workers who have been expecting the said salary adjustments since three years ago.
Rama questioned why the mayor is very hesitant to implement the salary increases
when it is mandated by Executive Order No. 611 and Executive Order No. 719 duly signed by the President on July 1, 2007 and July 1, 2008, respectively. Another executive order was signed this year mandating another salary adjustment for government workers.
For three years now, the city government rank and file has been deprived of these basic salary benefits which should be no less than 30% across the board or at 10% yearly (to include the latest executive order).
Reacting to Rama, Kagawad Oscar Glovasa, chairman of the committee on appropriations defended the mayor saying the city chief executive has the "heart for city hall employees as he announced the granting of a 10% salary increase this July and another this December."
Rama said that considering that three executive orders were already unimplemented, the increase should be 30% across the board and not just 10%.
