An investigation by the Senate Blue Ribbon committee on the alleged “overpriced” Bohol irrigation systems and its “over-estimated benefits” is being pushed by a local anti-graft watchdog and farmers’ groups.

Irrigation projects whistleblower Engr. Petronilo Sarigumba is now initiating moves to expose the highly controversial Bohol Irrigation Projects (BHIP) Stages 1 and 2 and the Talibon Small Reservoir Impounding Project, but this time it will be elevated to the Senate investigating panel.

A similar initiative is endorsed by Bagong Alyansang Makabayan (BAYAN) Bohol Chapter representing the supposed farmer beneficiaries of the Malinao Irrigation project (BHIP-1).

Sarigumba, a former National Irrigation Administration (NIA) project manager, revealed to the Chronicle Friday some expenditure items which caused the 57% cost over-run of the Bayongan Dam irrigation project (BHIP-2).

The figures were taken from a summary of quantities and costs and extra work order for the Bayongan Dam.

Moreover, the 57% cost over-runs meant that NIA and its contracted consultants are way out of their expertise for coming up with a feasibility study which was actually overshot by more than half of its estimated costs, according to Sarigumba.

What justifies a Senate Blue Ribbon inquiry aside from the cost over-run that is not allowed under the Government Procurement Act or RA 9184, Sarigumba explained, is the project’s faulty engineering.
Under RA 9184, the allowable variance from a project estimate is 10%.

In its project brief, the Bayongan Dam is 90% dependent on excess water from the Malinao Dam. The other 10% relies on rainfall.

However, according to Sarigumba, the current irrigating capacity of Malinao Dam is only 65% of its service area.

“How can there be excess water from Malinao when in fact, it could not irrigate its entire service area even during rainy season?” he asked.

The construction of the Bayongan Dam had an original contract price of P1.1 billion.
