SENATOR ALAN PETER CAYETANO'S STATEMENT ON CONGRESS' APPROVAL OF BILLS RESETTING THE 2016 BARANGAY & SK POLLS
 
I welcome Congress’ recent approval of bills seeking to postpone the upcoming October 2016 Barangay and Sangguniang Kabataan (SK) elections. This will definitely pave a way for our government to sustain the momentum of real change that started during President Rodrigo Duterte’s term.
 
The administration’s strong policy against illegal drugs and criminality has done so much to improve the country’s peace and order situation. Our local government units, particularly the barangays, play an important part in this ongoing war. It is, therefore, more sensible to reset the scheduled polls in order to allow incumbent barangay officials to continue implementing projects or re-align them in accordance to the thrust of the new administration.
 
Furthermore, we in Congress recognize the need to introduce much-needed reforms that will strengthen the barangay’s ability to govern and serve its constituents. It would certainly be a wise move to postpone elections as it would give us ample time to take a closer look at our Local Government Code and fortify its provisions on effective barangay governance.
 
We are now witnessing the dawn of real change that was initiated by the new administration. While the practice of democracy remains imperative in our political system, there is an equally urgent need to sustain the government’s efforts to protect the welfare of each Filipino and restore order in their lives.
 
If we focus on ensuring that genuine reforms are on track today, future generations could wake up to a more peaceful and better nation tomorrow.
