PNP urged to solve alarming robbery cases in Bohol...

The strings of robberies in the province has alarmed PNP Prov'l Director, P/SSupt. Edgardo Ingking prompting him to call for a special conference among his staff to review and intensify anti-robbery measures and countermeasures embodied in the OPLAN Sumpo Krimen.

Consequently, a Special Operations Group (SOG) is formed to specifically conduct special anti-robbery operations province-wide. Composing the SOG are those who passed the initial screening for the proposed Special Warfare and Tactics (SWAT) unit in Bohol. While waiting for the SWAT training, they are temporarily utilized to conduct the special operations in coordination with the Provincial Intelligence Branch (PIB) and the police stations.

In addition, all chiefs of police (COP) are directed to intensify the conduct of police visibility patrol; establishment of random checkpoints; and intelligence gathering with maximum utilization of Barangay Information Network (BIN) members and citizen partners.

They are also tasked to review the relevance of pre-designated choke points used in the province- wide crime response in relation to OPLAN Sumpo Krimen and make necessary adjustments if found necessary. Likewise, they are directed to ensure full compliance to OPLAN Sumpo Krimen, particularly in the prompt reporting of robbery incidents in their respective areas of responsibility to the Provincial Tactical Operations Center (PTOC). At the PTOC, on the other hand, an initiative is now underway to enhance and upgrade cellular communication capability to ensure simultaneous dissemination of SMS/Text Messages not only to the police stations but also to all police personnel in the province.

As incentives to the police stations, the Provincial Director will be giving monetary reward of P1,000 for every robbery suspect lawfully arrested without warrant to concerned police station.

This involves the arrest of the suspects prior, during or immediately after a robbery is committed. The incentive will be given during the flag-raising ceremony at Camp Dagohoy and such rite will be given media publicity.

In addition, concerned police personnel will be recognized through the giving of commendation or any appropriate award from the PNP.

Primary recipients of the incentive will be the Getafe and Buenavista Police Station for successfully arresting a robbery suspect identified as Dindo Balaganzo during pursuit operation at Sitio Cabagnawan, San Jose, Getafe Bohol last Monday.

Recovered from the suspect was one homemade Cal .38 revolver with four live ammunitions.

The arrested suspect, and a sidekick still at-large, were responsible for the robbery of passengers aboard a v-hire while traveling towards Talibon. The suspects successfully divested the v-hire driver of his earning amounting to P1,650 and personal belongings of the four passengers.

On the other hand, the provincial director will be imposing demerits to cops who fail to meet certain standards in the campaign against robbery.

For a robbery case solved within 60 days, the concerned cop will automatically receive a maximum rating of "satisfactory" in his Individual Performance Evaluation Rating.

A rating gets lower for every additional robbery case unsolved. A rating below "satisfactory" would mean that concerned cop is not eligible to receive a P2,000 annual productivity bonus.

In addition, the occurrence of at least two unsolved robbery cases beyond 60 days in the respective area of responsibility would subject the concerned cop for investigation for possible administrative liability for "Neglect of Duty."

With this measures and counter measures in place, the Bohol PNP expects that the rising trend in crime against person, particularly, robbery will be minimized if not totally stopped.(The Bohol Chronicle, June 24, 2007)
