Administration city councilors do not see any irregularity in the still unsettled cash advances of several city officials and employees.

Administration City Kagawad Oscar Glovasa answered allegations of City Vice Mayor Jose Antonio Veloso and fellow lawmakers belonging to the minority that unliquidated cash advances amounting to P6.4 million in 2007 and over P20 million in 2008 are anomalous.

Meanwhile, the city mayor, in his paid radio program yesterday said there is no truth to Chronicle report that there is a P20 million unliquidated cash advances. He announced that the unliquidated cash advance is only P661,162.25 (and not P20 million).

However, the claim of the mayor was put to rest as Kagawad Glovasa, on the same radio program, confirmed that the P20 million unliquidated cash advances still exist as contained in the 2008 COA Audit Report. The P661,162.25 was just for the 2007 cash advances, Glovasa clarified.

In a privilege speech delivered during the Sangguniang Panlungsod (SP) session last Thursday, Glovasa hit back at opposition councilors saying the "majority bloc have never been convinced yet of any anomaly about the unliquidated cash advances".

Glovasa, chairman of the SP committee on appropriation where the contentious 2007 and 2008 Audit Reports of the Commission on Audit (COA) are referred, clarified that his committee and the members of the majority are not plotting a cover-up should there be an investigation on the audit findings.         

The appropriation committee chair likewise refuted accusations that he wants the inquiry on the 2007 unliquidated cash advances sent to the archives.

According to Glovasa, the July 29 appropriation committee report recommended to archive referrals of several documents from the city auditor which were merely informative in nature.

Glovasa said he never recommended relegating to the archives the investigation on the 2007 unliquidated cash advances.

Based on the April 24, 2009 report made by City Accountant Kurt Bungabong, from the unliquidated balance of P6,478,903.46 as of the 2007 year-end audit, P4,430,582 were already liquidated. From the P2,048,320.90 unliquidated balance, liquidation reports have been made to the amount of P1,387,158.65.

Considering these figures presented by the city accountant, Glovasa said only P661,162.25 remain unsettled of the 2007 cash advances.
