 His Excellency Pres Carlos P. Garcia

Carlos Polistico Garcia (November 4, 1896 – June 14, 1971) was the 8th president of the Philippines (1957-1961). His administration was known for its "Filipino First" policy, which put the interests of the Filipino people above those of foreigners and of the ruling party.
 
Early life and career
Garcia was born in Talibon, Bohol to Policronio Garcia and Ambrosia Polistico (who were both natives of Bangued, Abra). He grew up with politics, with his father serving as a municipal mayor for four terms.

Garcia acquired his primary education in his native Talibon, then took his secondary education in Cebu Provincial High School. He briefly took law courses at Silliman University in Dumaguete City. He then studied in Philippine Law School and earned his degree in 1923. He was among the top ten in the bar examination.

Rather than practice law right away, he worked as a teacher for two years at Bohol Provincial High School. He became famous for his poetry in Bohol, where he earned the nickname "Prince of Visayan Poets" and the "Bard from Bohol".

He started his political career in 1925, scoring an impressive victory running for congressman representing the third district of Bohol. He was elected for another term, but served only until 1931 when he successfully ran for governor of Bohol. He served as provincial governor for two terms. He became a member of the congress in 1946, and was elected three times to the senate for three consecutive terms from 1941 to 1953.

Garcia was the running mate of Ramon Magsaysay in the presidential election of 1953. He was appointed Secretary of Foreign Affairs by President Ramon Magsaysay, for four years concurrently serving as vice-president.


Presidency
He assumed the presidency after Ramón Magsaysay died in a plane crash on March 17, 1957, and was elected later the same year, in the Election 1957, to a full term.

During his administration, he acted on the Bohlen–Serrano Agreement which shortened the lease of the US Bases from 99 years to 25 years and made it renewable after every five years. He also exercised the Filipino First Policy, for which he was known. This policy heavily favored Filipino businessmen over foreign investors. He was also responsible for changes in retail trade which greatly affected the Chinese businessmen in the country. He also made a program focused on thriftiness.

At the end of his second term, he ran for re–election in the Election 1961 in November 1961, but was defeated by Diosdado Macapagal, who served as Vice-President under him, but belonged to the opposing Liberal Party - in the Philippines the President and the Vice-President are elected separately.


Post-presidency
 
The lone star in the Flag of Bohol represents Carlos P. GarciaAfter his failed re–election bid, Garcia then retired to private life, living as a private citizen in Tagbilaran City, Bohol. On June 1, 1971, Garcia was elected delegate of the 1971 Constitutional Convention and chosen as its president. However, he died of a heart attack on June 14, 1971 at the age of seventy-five.

He is featured as the lone star in the Bohol provincial flag as the only Philippine President produced by the province. Another star shall be added for every Boholano who shall also become president of the Philippines.

sigurado ako nga aduna pa gyud kitay mga lider nga gustong mosilbi sa mga katawhan ugaling lang kay sa panahon nga ana a na sila sa poder maguba naman ang ilang mga maayo nga mga plataporma gumikan usab sa ilang mga lider ug dili ba mga member rapod sa pamilya, kaparyentehan ug mga kahigalaan diin adunay pagkahangol ilabi na kon matagaan nag mga katungdanan diin adto pauli sa lider ang maong sayop.

nindot paminawon nga usa sa mga presidente sa pilipinas taga Bohol...dako na untag opportunities ang taga bohol niatong panahona,  but sad to say nga sa iyang administration. , wala gani siya kapa semento sa mga kadalanan sa iyang yutang natawhan, sa sitio luy-a sa san agustin magkalapok lang gihapon ka ug mobisita sa iyang monumento. sa talibon nakita nako murag wala gyud sijay na ipundar bisag usa.....  para nako usa sya ka presidente nga dili angay ipang hambog.....

pero para nako angayan gihapon nato siyang ipanghambog. ang iyang gihimo nga wala niya seguroa ang Talibon nagpasabot lng nga di sya ija-ija-aho-aho diba. Broad minded siya og di siya maniguro kung unsa iya mahimo sa usa lng ka lugar tungod kay iyang birthplace pero ang iyang gihimo para sa tibuok pilipinas sama sa Filipino First Policy. So angayan jud ta nga manghambog sa atong Bol anong presidente

will i guess you have a point about that, no problem if i pang hambog nato siya, . dapat lang pod nga naa na siyay nabuhat para sa pilipinas ug  sa iyang yutang natawhan. ang term nga "ija-ija aho-aho" is not mean for his attitude it is just a manner or unique way of speaking of the talibongnuns. but sad to say that our political leaders today seems to apply that term for there own bad intentions.... hehehhehehehhehe       (peace tau......)

syempre neil peace gyud ta oy. i'm on your side pre. i'm very impressed on people (like you) who are very expressive with their own ideas. anyway free country man ta bai di ba.

Mo agree gyud ko nga ang atong mga politico are using the expression "ija2x aho2x" in true sense. Maayo untag limpyohon na nilang atong expression kay trully Boholano ra gud na. I'm afraid nga people from other provinces would really see us Boholanos as selfish. di ra ba jud na tinuod.

i really believe that every boholano politician has his own dream to make Bohol the best province in the phils. but in the long run in his own administration, this dream is shadowed by unintentional interests infavor of himself and for the people behind his candidacy. The unethical traditional politics always prevail because everybody sees it as tolerable. And at the end we are the ones who will suffer as a consequence. Poor Filipinos, we are fried by our own oil. I just hope that we will wake up before it's too late.
