There is no justification of a request made by City Mayor Dan Lim for a P15-million supplemental budget, says Kag. Zenaido Rama.

The councilor, who used to be an ally of the mayor, said the additional fund is "excessive and uncalled for."

Rama explained it was the mayor who declared that the supplemental budget would be primarily used for the repair and maintenance of city roads.

However, majority of the members of the Sangguniang Panlungsod (SP) would not authorize the fund release since there were no details as to how it will be utilized, Rama said.

Lim had criticized members of the opposition-led Sangguniang Panlungsod (SP) saying this is the first time his request for a supplemental fund has been derailed for almost two months now.

When the mayor aired his objections, Rama said, he sent a formal request to the mayor, through City Engineer Pianicita Castolo to furnish him copies of "all priority programs and projects of the city government and their corresponding program of works and estimates."

Rama said he asked for these documents as chairman of the SP committee on engineering and public works.

"The documents are necessary in the discharge of official functions of the committee and in the conduct of study over specific items in the budget," according to Rama.

TURNED DOWN

Mayor Lim, in reply to Rama's request, said he does "not agree that [the] documents [requested] are necessary in the discharge of official functions."

Doing so would "encroach into the responsibilities of the executive department," according to the mayor.

He added that Rama's request did not cite "any particular concern" that the councilor's committee seeks to address hence "I do not see any merit in the request."
