What is the central respiratory center?

A: The medullary center. This is the site of the inherent rhythm for respiration

For spontaneous breathing, an intact medulla must be connected to the diaphragm (via the phrenic nerve). Thus a complete C1 or C2 lesion will prevent diaphragmatic breathing but not a complete C6 or lower lesion.

Surgical Tidbit:

This is why when in cases of a C6 ligation, or C6 compressive tumor, the diaphragmatic breathing processes is not affected. Surgeons, Surgical Interns are , when performing cardiothoracic surgery, to assure that the C1-C2 centers are not affected and cleared.
