Yes, in our present time, merely signing a Deed of Sale is not enough.  After you shall have complied all the requirements and paid all the fees to all government agencies, as early as possible, go to the Register of Deeds to make the transfer of the title from the previous owner to you.  Why.

Say, you forget to process the transfer of title. If the previous owner is smart, he might be tempted to declare a lost title.  Paying something like Phpm20,000 and make the necessary publication, the court will order the Register of Deeds to furnish him another Title of the same number.   If he finds a willing buyer and make who will  immediately  transfer to his name, your problem comes in.
