Magna Carta of Filipino Seafarers

HOUSE AWAITS SENATE VERSION OF THE MAGNA CARTA OF FILIPINO SEAFARERS
 
Congress has moved closer to enacting into law a Magna Carta of Filipino Seafarers after it approved on Wednesday, House Bill 5685, which seeks to improve seafarers’ working conditions and terms of employment.
 
ANGKLA Party-list Representative Jesulito Manalo authored HB 457, which is one of six bills consolidated into HB 5685.
 
HB 5685 is aligned with the Maritime Labour Convention of 2006 through which states worldwide committed to secure the right of all seafarers to decent employment. It entered into force on August 20, 2013. The Philippines ratified the convention on August 20, 2012. https://goo.gl/nMT5NJ
 
“This bill draws lessons and minimum standards from the Maritime Labour Convention, as well as Philippine maritime laws and regulations. Our seafarers have waited many years for this. With the cooperation of the Senate, we hope the law can be presented to the people before this year ends.” Manalo said.
 
HB 5685 covers all Filipino seafarers engaged, employed, or working in any capacity on board Philippine registered ships operating domestically or internationally, as well as those on board foreign registered ships. It does not cover warships and naval auxiliaries, government ships not engaged in commercial operations, ships of traditional build, and fishing vessels.
 
HB also tasks government to establish an integrated document processing center where seafarers and the general public can transact with at least 15 government agencies.
