first, this news was all over:

Duterte to sit beside Obama, UN chief

ABS-CBN News
Sep 08 2016

Philippine President Rodrigo Duterte will be seated beside United States President Barack Obama and United Nations Secretary—General Ban Ki-moon in a dinner on Wednesday in Laos, two world leaders he has slighted since winning the presidency last May 10.

Duterte will see Obama and Ban today at the Gala Dinner of the Association of Southeast Asian Nations (ASEAN) Summit in Vientiane, Laos, the Palace said.

Duterte made headlines this week after he cursed and attacked the US when asked in a press conference about Obama's plan to discuss with him the human rights situation in the Philippines in light of the government's bloody war on drugs.

Duterte's insulting remarks prompted the White House to cancel what could have been the first meeting between Duterte and Obama on the sidelines of the summit.

Duterte's spokesmen have since said that the president regrets the statements and that the two sides agreed to move the meeting to a later date.

Presidential spokesperson Ernesto Abella said, despite the diplomatic snub, the two are expected to display warmth and civility during the much-awaited encounter.

the news cites palace sources. btw, seating arrangements during gala dinners of high government officials, specially national leaders, are not to be trifled with.

the result:

Philippine President Duterte said he’d be sitting next to Obama at dinner. He isn’t.

By Adam Taylor September 7 at 11:28 AM

Philippine President Rodrigo Duterte looked set for a potentially awkward dinner Wednesday, with widespread reports suggesting he would be seated between two men he had recently insulted.

Worse still, these men happen to be two of the most important politicians in the world.

Representatives of the Philippine leader, notorious for both his campaign against drug traffickers and his frequent use of obscenities, had told reporters early Wednesday that he was due to be seated between President Obama and United Nations Secretary General Ban Ki-moon at an Association of Southeast Asian Nations (ASEAN) gala dinner hosted by Laotian Prime Minister Thongloun Sisoulith in Vientiane on Thursday evening.

Despite these claims, images from the dinner quickly revealed that Duterte was not, in fact, seated next to Obama or Ban.

After all the hype, Obama does not sit next to Duterte at #ASEAN2016 dinner. He's chatting to Vietnam PM's wife

how's that again?

...[Senator Alan Peter] Cayetano explained that "there was also an excitement about Duterte," and delegates "were also talking about" issues surrounding the Philippine leader.

"Remember, the international press and our local press created the excitement," he said.

When confronted by objections from a reporter who said, "No, no, no, no," Cayetano responded: "I’m not talking about the media. I’m saying everyone in the hall."

Communications Secretary Martin Andanar, for his part, later explained that this seating arrangement "was supposed to happen" on Thursday, September 8, when Laos hands over the ASEAN chairmanship to the Philippines.
