  Absent any amendment to the law to postpone or revoke any of the parts of Republic Act 9340, the synchronized barangay and Sangguniang Kabataan (SK) elections push through this October 29, 2007.

  Provincial Administrator Tomas Abapo bared this during the weekly “Governor’s Reports” Friday at the Governor’s Mansion.

  Republic Act 9340, or otherwise called an act amending Republic Act 9164 reset the synchronized barangay and SK elections which was earlier set via RA 9164 on July 15, 2002.

  RA 9340, which was enacted as it was approved by President Gloria Macapagal Arroyo September 22, 2005, amended RA 9164 by stating that subsequent synchronized barangay and SK elections shall be would be held on the last Monday of October 2007, and every three years thereafter”.

  This year, the last Monday is pegged on October 29.

  Moreover, the same amending law states that the term of office of barangay and SK officials elected in October 2007 shall start at noon of November 30, 2007.

  With this, elected incumbent barangay officials enjoy a hold-over capacity Section 5 of RA 9340 also allows a hold-over capacity unless sooner removed or suspended for cause until their successors shall have been elected and qualified.

  The same hold over capacity holds true to all barangay and SK officials who are ex-officio members of the sangguniang bayan, sangguniang panglungsod or sangguniang panlalawigan, shall continue to serve until the new set of officers shall have been elected and sworn 30 days after the last elections.

  As this happens, the Commission on Elections has promulgated July 6, 2007 Republic Act 8218 the guidelines on the conduct of registration for the October 29 barangay elections.

  RA 8218 opened the special registration of voters for the synchronized SK and barangay elections since July 15-22, 2007, Bohol Commission on Election sources said.

  The Department of Interior and Local Government is also set to disseminate information relative to the synchronized elections on a nationwide barangay assembly in October, Provincial DILG sources confirmed. (rachiu/PIA).
