Rep. Herrera-Dy asks PSA, UP Population Institute to have scientific data on LGBTs
 
As one of the principal authors of the proposed Sexual Orientation or Gender Identity or Expression (SOGIE) Equality Act or House Bill 4982, I strongly urge the Philippine Statistics Authority (PSA) and the University of the Philippines Population Institute (UPPI) to develop a plan to count and survey the LGBT population segment of the country.
 
The census, surveys, and studies of the PSA and UPPI shall serve as quantitative and qualitative bases for government to design, approve, and implement programs for the LGBT.
 
Counting the LGBT is necessary so that the DBM can determine how much to budget for LGBT programs and projects. The NEDA needs the LGBT census for long-range development plans and big-ticket projects. The DSWD and DOH also need the LGBT count for its social welfare and reproductive health programs.
 
Gayunman, kailangang matutukan ang implementasyon ng census. Walang sinumang pipiliting magpatala. Walang sinumang pipiliting magladlad. Hindi rin ibubunyag o isasapubliko ang listahan ng mga pangalan ng mga LGBT. Secret ang mga pangalan. Bibilangin lang. Magiging gaya lamang ito ng census na isinasagawa na ng PSA para malaman kung ilan ang solo-parent, babae, lalaki, at bata sa bawat household.
 
When the SOGIE Bill becomes law—in a matter of weeks or a few months—it will then be the opportune time for the census, surveys, and studies to be done. It will soon be time for every LGBT in the country to be counted.
 
I will consult different LGBT groups regarding this proposal. I am very much open to suggestions from all sectors especially from our friends and allies in the LGBT community.
 
As I had pointed out before, the national and local governments already set aside five percent of their funds for Gender And Development (GAD) programs and projects. The GAD budget is the baseline.
 
I am from Quezon City, which has been leading the way in recognizing, affirming, and promoting the rights of the LGBT.
 
Quezon City has City Ordinance 2357-2014, otherwise known as The Quezon City Gender-Fair Ordinance. The QC government also has the Quezon City Transgender Employees and Gay Association (QC TEGA). QC is one of at least 24 localities which have ordinances on anti-discrimination of the LGBT. http://pages.upd.edu.ph/ejmanalastas/policies-ordinances.
