SPEECH OF PRESIDENT RODRIGO ROA DUTERTE DURING HIS MEETING WITH THE VICTIMS OF DAVAO BOMBING

Naa koy…Good evening. Pasahilua ako nga nadelatar ko daghang tao sa gawas sa akong balay ganina nag-huwat. Unya naa pud mga problema na kay di man ko kagawas ug di ako muagi nila. So I had to solve some but not all of the problems that were presented to me.

Okay tayo sa mainstream rebellion because what is involved there is the Moro nationalism and they want Mindanao at least to be returned to them for they being the original inhabitants there.

Sabi ko: We cannot proceed with the talks unless we are able to convince these guys to join us. Useless e. Kapag nakipag-usap ako sa MI, sabi nila “okay kami” and most of them are the old guys, the old fogies.

Itong mga bata, then I tried to really find out: Bakit? So everytime makita ka iganun nila sa akin and they would say, “Mayor”, mayor man ang tawag nila sa akin and now Presidente: “We can talk to you about other things but we will not talk about peace for until now Americans are still directing the war against us. Kasi nakikita nila sa kampo yung mga special forces ng Amerika. Para sa kanila, tayo ang Army ang nagdi-direk ang Amerika pa rin. That’s what I was saying.

Ang akala nila binago ko na tong istorya kasi pati itong mga sila Lozano, sila yung mga —- yung sa ANC. Sobra ka-bright e, hindi nagtatanong. Sabi nila ng mga bata, unless you drive the Americans out of Mindanao. Kaya ko lang sinabi Mindanao. Kaya hindi talaga kami papayag. Bobombahin namin nang bobombahin iyang mga lugar na kung nasaan sila because this is not…Sabi kasi nila Lozada nila Tatad, “Oh, that’s 100 years ago.” Lalong umiinit e.

Wala na yan, 900…Wala nang Amerikano dito. Pero sila magsabi, hindi ito kahapon hanggang ngayon to illustrate to you mayor naggigyera kami noon sa Español, Amerikano, pati ngayon kayo.

The wound is still there very fresh. Iyan ang mahirap dito kapag people in Manila start to blabber their mouth, they are not from Mindanao, they never started the  problem, they never came here or rent here to talk bakit hindi talaga ito matapos-tapos? Damay pati kayo.

Ang ISIS walang ginawa kundi paputok-putok ang buong mundo. Kaya iyan ang pinakaproblema natin. There will be another explosion believe me. If not in Davao then somewhere in Mindanao or maybe in the other parts of the country especially…Because kung ikaw ang rebelde, gusto mong gumawa ng paalaala sa mundo na nandito kami, inaapi-api kami, hanggang ngayon wala kaming nakitang solusyon, kita mo yung mga magulang namin, nakita mo kung anong ginawa.

So it would be terribly wrong, totally wrong just to disregard ito. Kaya ko ipinakita iyan. Sabi ko: Why is there so much hatred in Mindanao?

Tayo okay tayo kasi whether they like it or not alam naman ninyo kayong mga Moro, alam naman ninyo ang lola ko Maranao, so what’s your problem? Sabi ko alam mo naman magpatayan tayo hanggang kailan? Saan ako kakampi sa inyong mga Maranao o doon sa mga Kristiyanos? E tatay ko Kristiyano e. Kalahati ng mga apo ko Islam, sila Inday Kristiyanos.

Kaya alam ko ang problema. It would be really stupid to say “ah ano that’s 100 —- wala na iyan that is past”.

To the Moro, it happened yesterday. Ganun yan. So puputok ito nang puputok. Kaya ang nagsabi ako hindi…Sabi nila “Duterte cannot communicate properly.”

How can I communicate properly when ambush ang interview ninyo? You don’t give me time to explain. Nandito ngayon tindig ako dito but it’s a controlled crowd. I have my time in this lectern giving you the advice, making you understand why it is really very hard to count.

Sabi ko well one day, kung wala talaga — ayaw talaga nila, the Americans might want to go outside of Mindanao. Wala akong sinabing Pilipinas. Reviewhin ninyo yung tape because Manila people they think that they can control the events of this country.

May mga PR, PR, bayaran, kung hindi impluwensiya. But we just stick with our own agenda here. My agenda was to you, I promise to you taga-Mindanao ang lahat, we will talk and we will find the peace that we want. Sinabi ko patayin ko yung droga pati tao if I have to because that is my promise to you.

I promise you I will suppress criminality, whether there will be a thousand investigations o magpuntahan yang silang Ban Ki-moon dito, I really don’t give a s*** because I have a promise to the people of the Philippines who elected me President and gave me a whopping majority of 6 million votes.

Wala akong pakialam resolbahin natin itong problema na ito. Drugs it will continue. I don’t care whether there is a thousand hearings everywhere. Naka-focus lang ako doon sa problema ko.

I will not stop until the last pusher in the streets or on the streets are fully exterminated. I will not stop until I shall have. Patayin ko talaga yung mga drug lords. Make no bones about it. I don’t care.

Congress, bahala na sila magkagulo na sila. I will stick to my own agenda. Congress, they have their own show. Go ahead, be my guest. Ako nakatutok ako doon sa pangako because if I don’t take care of corruption in government, if I don’t attend to the drug problem, the enthusiasm that I am now showing to the people and my —- I loathe criminality because they commit crimes, get the money for their own pockets.

Why should I be a bleeding heart for them? Kung ayaw ninyo na mawala ang problema, magdasal kayo mawala ako sa pagka-Presidente. But if I don’t interdict, ganunin ko ngayon, I will compromise the next generation of Filipinos.

Sabi ng PDEA, three million, tapos may nadagdag na 700,000. So that makes it 3,700,000. What can they do? They can always distribute drugs everyday and put in jeopardy the generation anak ninyo pati yung mga anak nila. At hindi ko gagawain iyan. And I will stick, I would say na gusto ng tao kasi iyon ang usapan e.

Even before I became a President, I was campaigning I was already saying: I will get rid of you. I will kill you if I have to. If I have to imbes lumaban ka. Hindi mo na kailangan sabihin iyan sa pulis araw-araw, go out. Nag-aral iyan ng four years sa Philippine National Police Academy at iyong mga patrolman nag-aral ng two years, and they were already master yung how to arrest.

Ganito kasi iyan e. Ang pulis is an authority, when he arrest a person, he would say arestado ka. Kapag ka lumaban ka sabi ko sa mga pulis ‘patayin mo’ either —- kita mo kahapon may patay na naman ako na pulis.

So I am losing two policemen everyday in this country because when you are the police you have to arrest and you have to overcome their resistance. Iyong iba yung mga bata nasasabi nila na that should not be treated, alam naman ninyo yung mga bata diyan sa lansangan kapag hinawak ng pulis iyan gaganun iyan. Tapos paguwi magsumbong, mag-iyak. And when the mother comes, bring in the birth certificate, e release ng pulis. Ayan ang batas ni Pangilinan. Wala namang naniniwala sa akin e di ngayon, we suffer.

But then we suffer it does not mean to say that we do not correct it. So there is really a shortfall ng ano dito, in the distribution ngayon sa power. A raid against the law, search and seizures hindi mo madala.

At saka you know, one year, six months to one year, shabu in excess would shrink the brain of a person. When the brain has already shrunk, then we cannot do anything. Parang bu**** iyan, hindi talaga magpahuli iyan. Manaksak, mamatay and then rape.

Now, get the statistics during the last administration. Bilangin ninyo ilan ang sibilyang inosente na namatay? Walang kalahati sa namatay ngayon sa mga kriminal. So, human rights, huwag ninyo akong…I am a lawyer.

And you quote me that if you do not stop your business there, I will kill you. Well, is there any law that would make it unlawful for me to threaten criminals? Kaya sabi ko noon yung sa rapporteur: “Istupido ka.” Iyong batas namin ang susundin namin, iyong batas ninyo kung ano yang que se joda ka kung saan ka galing.

There is no law that would say that, hindi ko kailangan takutin ng…It is…As a matter of fact, it is my duty to threaten criminals. E kahit na Amerikano na President I will bomb you. E kapag sila ang nag-bomb pati sibilyan patay ni wala namang apology.

For example like Amerika, they invaded Iraq kaya galit talaga yung Muslim e. On the pretext that there were weapons of mass destruction, sinira nila ang Iraq, pinatay nila si Saddam, ngayon ang Iraq e di wala na. It’s a failed country, nobody is in control.

They undermined Libya, bagsak. Ngayon ito ngayon ang Syria. Ang Syria tumagal kasi bina-backupan ng Russia pati Intsik. Kaya nahirapan sila diyan ngayon, maraming actor, maraming players. Tayo dito, it has the tail-end of the world’s history. Kasali tayo dito because yung Syrian pati ang Libyan nadesperado yung mga bata nasira yung bayan nila, nagkaisa and they formed ISIS.

Iyong ISIS na 20 women ayaw makipag-sex sa kanila, sinunog. Kita mo yung mga…Now, whether they would be coming here or not, it’s not a question of when, they will come here. They will be here. Kapag hindi mo inayos ito basta-basta ka na lang…Kaya pakinggan mo muna. Bakit ang MI and MN pumapayag, ito namang mga bata ayaw?

That would have been a proper decorum of an ambassador or a journalist if you are really — kung journalist ka talaga.

Bakit mo tanungin ng ganun? Ngayon sa Amerika, may gusto akong sabihin ayaw ko lang, but gusto ko siyang insultuhin, ikaw ba ganito o ikaw ganun? But I refrain because it’s election time.

Ang statement ko could affect the Filipinos there. Itong Amerika kapag sila ang mag-violate okay lang. Pero kapag ang ano…Kaya sabi ko: 'Hoy, matagal na kaming umalis sa inyo. Do not try to lecture on us about governance and everything for after all number one kayo.'
 
Kita mo yang binobomba nila ang Afghanistan, kapag sumabog yung mga hospital, yung hospital binomba nila, Amerikano, tapos yan…'We regret that it happened'. Iyan lang ganyan.

Ito kriminal ha sus. Palagay na natin assuming it to be true all of it, itong mga kriminal…Itong mga binobomba Afghanistan, hasta pang hospital nila magkamali sabihin: ‘We regret it’. Wala sa tamang…

UN, UN e di magpuntahan kayo dito. There is only one way to do it impeachment of Congress and if they want, go ahead. Bakit sila dito? We are an independent country, there supposed to be non-interference.

Bakit ka makialam dito? Ilan ang patay? Ilan ang patay? 1,000? P******* mo. Ilan ang namatay last year? Compare the crimes last administration sa akin ngayon. Kita mo mas marami ang patay. Babae na-rape, bata pinatay, bata pinugutan ng ulo, estudyante hinoldup, sinaksak. Mas gusto ng mga gago iyon e. Itong mga ulong sira.

O ngayon maglakad ka maski saan, o di safety ka na. They do not want a safe Philippines. They want it to be ruled by criminals. O well, I’m sorry. That is your idiotic view.

That’s why I told them, mga bright man kaya kayo. Select a forum and we go into a debate and I will lecture on you or to you the finer points of civilization.

Mas in-love kayo sa…Kasi ang nagdadala niyan ang yellow, yung natalo. Bakbakan palagi, walang hinto iyan kasi eleksyon naman, kaya ito hindi…E ako, bahala na kayo.

Basta ako I made a promise: I will suppress drugs, stop crime and no corruption. And I will deliver. I will deliver.
