COTABATO CITY – The Philippine government is asking the 57-nation Organization of Islamic Cooperation (OIC) to finally complete the tripartite review process of the implementation of the 1996 peace agreement with the Moro National Liberation Front (MNLF).
The review – snagged for several years as government had its hands full with the peace process with rival faction Moro Islamic Liberation Front (MILF) – tackles how the 1996 peace pact with the MNLF has been implemented and centers on the three remaining issues raised by the MNLF: establishment of a provisional government, expansion of territory, and sharing of minerals.
Also, leaders of both the MILF and the MNLF are expected to talk about the draft Bangsamoro Basic Law (BBL) at the two-day conference of the OIC in Kuwait starting today.
Although the two Philippine Muslim groups are at odds, their leaders – Al-Haj Murad Ebrahim of the MILF, ex-Cotabato City mayor Muslimin Sema of the MNLF, and lawyer Randolph Parcasio, representative of MNLF founder Nur Misuari – will sit together in a unifying sideline solidarity talk during the 42nd Session of the Council of Foreign Ministers.
The OIC organizers permitted Murad to talk about the prospects of the Mindanao peace process and the Moro communities under the administration of President Aquino.
