House makes history: Committee OKs bill vs dynasties

MANILA - For the first time ever, the House Committee on Suffrage has approved a consolidated bill banning political dynasties in the Philippines.

The bill essentially bans from running in the same election the spouses or persons related to an incumbent up to the second degree of consanguinity or affinity. It also bans the possible overlap of relatives' terms in office.

Bayan Muna Rep. Neri Colmenares also inserted a provision that empowers the Commission on Elections (Comelec) to resolve through a raffle which one in the same family will be allowed to run in the same election in case none of the candidates in the same family withdraw or give way to just one family member.

Minority Leader Ronaldo Zamora said "the important thing is a lot of reforms have to be set in place and it shouldn’t just be in the budget. It should also include political dynasties. Let’s take a look again. We have been remiss in our obligation to implement [this]. Let’s see what they will do at the committee of suffrage. I hope we get the leadership to agree to looking at pol dynasties in a much more aggressive light.”

ACT TEACHERS Party List Rep. Antonio Tinio said, "the next step is for [the lower House] to schedule plenary debates. I call on the public and I hope that the same forces that are for the abolition of the pork barrel system will also be mobilized for this struggle. The bill is expected to be endorsed to the plenary.

Despite all these, it’s a guessing game if this will even be included in the agenda of the plenary, considering some lawmakers are involved in political dynasties.

Speaker Sonny Belmonte's daughter, Joy, is Quezon City vice mayor. He is also an uncle to QC Rep. Kit Belmonte.

let's repeat that.  an enabling law for what is enshrined in our constitution against political dynasties had languished since the 1987 constitution was instituted.  an attempt to pass a law had been made ages ago, and nothing was heard from it again.

the possible reasons why the anti-dynasty bill may not even be scheduled in the plenary:

MANILA, Philippines - Senator Nancy Binay railed against the Anti-Political Dynasty bill after it finally hurdled the committee level at the House of Representatives earlier this week.

"The Anti-political dynasty bill may limit what the Constitution says about who can run. It may also go against the principle of Vox Populi, Vox Dei," the senator said in a statement.

Binay said what the public should instead be watchful of is the appointing of members of one family to key and high positions in the government.

The neophyte senator's family is one of the known political dynasties in the country. Her father, Vice President Jejomar Binay, was the Makati City mayor for several years before being elected as the second highest executive official in the land.

Her brother Junjun Binay is now the Makati mayor while her sister, Abigail, is a congresswoman representing the city's second district.

On Wednesday, the House of Representatives committee on suffrage and electoral reforms unanimously approved the Anti-Political Dynasty Act of 2013.

The measure seeks to ban the relatives of an incumbent official up to the second degree of consanguinity or affinity from running in the same elections.

give her credit for hiring good spinmeisters.  the timing of her issuances have been good.  so are most of the contents.  one never hears her talk or give a speech articulating such ideas.  her image makers must be top-of-the-line.
